Some Figures Describing Ukrainian- Polish Collaboration Table 1. Publication Output of Poland, Ukraine, and Ukrainian-Polish Collaborations Country Years Science and Technology Social Sciences Arts & Humanities Ukraine Ukraine Poland Poland Poland and Ukraine Poland and Ukraine
Conclusions from the Raw Data of Table 1 1. Ukrainian social sciences, arts and humanities suffer from a deep permanent crisis. It hampers reasonable administration of the country. All idle talks about the so-called high domestic “духовність” (spirituality) are hypocritical and misleading 2. There is conspicuous collaboration in the most developed scientific branches, whereas collaboration in social sciences, arts and humanities is negligible. It is strange taking into account historical, cultural and linguistic similarities 3. Favorable opportunities given by European neighbors are insufficiently used by Ukraine 4. Reservation: large contributions from Ukrainian postgraduates and expatriates are not reflected in the address-based data
Further Conclusions 1. Collaborative studies are predominately carried out in Poland. They should be also made in Ukraine. For this purpose, new scientific collaboration centers should be created either on the basis of current facilities or by building new ones. All benefits should be shared, and the administration should be European to avoid corruption. This strategy should concern all kinds of scientific research and all European partners rather than Poland alone. 2. European scientific community should especially vigorously support true social studies in Ukraine. Otherwise, the whole neighboring country will become a “black hole” at the EU borders, providing Europe with illegal immigrants from all over the World, diseases, drugs, and, what is most dangerous, with defective poisonous morals.
Further Conclusions 2 3. Supporting genuine science in Ukraine against scientific imitation European Union A) will perform a noble action (chain of actions) B) will increase European portion in the total scientific output C) will support economics of all European countries D) will stop the outflow of Ukrainian scientists and save working places in the West E) will ensure further entering of Ukraine into EU, using in future its vast humane, industrial, recreation, and agriculture reserves
