Global Aviation Safety Roadmap (GASR) The Roadmap Part 1 was reviewed and approved in December at the highest level of each Stakeholder organization for presentation to ICAO’s Council President and to the Air Navigation Commission.
Directions of Activity Important activity directions for the States: ■ Deficiencies in the course of the international standards introduction ■ Insufficient control on the part of the regulating bodies ■ Difficulties in communicating messages on errors and incidents ■ Non-effective aircraft incident and accident investigation Important activity directions for the regions: ■ Shortcomings in the coordination of the regional programmes Important activity directions for the aviation industry: ■ Difficulties in sending messages about and in the analysis of errors and incidents ■ Shortcomings in the use of the Flight Safety Management Systems ■ Insufficient observance of the regulating bodies’ requirements ■ Insufficient introduction of the advanced experience in the industry ■ Non-participation in the development and realization of the industry flight safety strategy ■ Lack of the qualified personnel ■ Non-coordination in using technical means, ensuring the improved flight safety The 12 Focus Areas were grouped into 3 sets according to the primary sector of the aviation system most responsible for carrying out measures to achieve them. By organizing the Focus Areas in this manner the ISSG does not want to imply that States, Industry and Regions should address the Roadmap independently. Rather, as the text describes, this is intended to be a joint effort with all three groups working together at a regional level.
