Serious contagious disease – findings from exercises and model situation

Situation during Ebola events in No special regulation and law for similar situation (except vet accidents) Upon a decisions of health authorities but very sticky responsibilities for decisions. Approach to biological threat as well as to chemical hazard No consideration for airport (railways) procedures No welfare for other persons (passengers) Only experiences related to Avian Influenza (H5N1) 2

Exercise Ebola 2015 – upon the Ministry of health regulation

Dictate of state authorities to private subject (nonselective) Unacceptable speed of check-in of passengers and patients Failing command if not under fire brigade LKPR must enter to help create standard (at least for airport) Substandard procedures generally provided by airports (using PPE, temperature measurement…) Still open question – how to disinfect AC Patient transport Useless decontamination on site 4

Suggested items by LKPR

Bio teams need to be equipped by suitable PPE (bio suits not chemical) Most procedures is better do after confirm disease To not care of AC until confirmation Fast transport to hospital is crucible Using suitable space for passengers Paper over maneuvers Command under airport until confirmation 6

Recommendation upon experiences - Equipment Standard fire fighting chemical suits are useless Work time during operation is limited Unable to drive vehicle with chemical suits 10

Recommendation upon experiences - Command Command structure let the health authority make a decisions to act BUT let the command on fire brigade (doesn't matter if airport or municipal) ! 11

Recommendation upon experiences - Process Do NOT measure temperature in open space (it is useless) Do NOT make decontamination PAX on site Do NOT use disinfection without airline approval TRY decide to confirm or decline disease and THAN take a care of AC 12

Recommendation upon experiences – Process 2 Do NOT use positive pressure transport portable isolation unit (PIU) its dangerous (but wide spread among world) Police without suits is useless for panicked people and Please do NOT try to make special regulation for each type of disease 13
