RECOMMEND RIP Road Map Lower Austria Benjamin Kuscher 24th Oct 2013 Toruń / PL 24th Oct 2013

Overview: now - then 4 Short description about your challanges which hinder respectively make the implementation of eco friendly actions difficult: *) xxxxx our solution A common search tool (My eco-expert) will be used to strengthen transparency regarding -qualification, -experience, -competence and -licensees of all consultants The target is to light out the funding jungle Our current situation Each eco-funding scheme in Lower Austria manages its own pool of experts (often the same persons) and wants to keep control. There is a lack of cooperation between the eco-funding institutions. There are already existing search tools but with specific needs for specific institutions – The tools are used only by one organisation. Finding the appropriate external eco- expert or eco-funding scheme is not easy enough Our proposal 24th Oct 2013

New plan for My ECO-Expert 524th Oct 2013 Ökomanagement NÖ Environmental Consulting by Chamber of Commerce eNu Klimabündnis Umweltberatung Energieberatung RECOMMEND Pilot My ECO-expert Clients Companies Public Org. RECOMMEND RIP

More info about your planned action 6 My eco-expertKey words as answers are enough…. What is it aboutA common search tool for eco-experts of all consultancy programmes in the region. (My eco-expert) What do you expect to achieve? Easier access to expertise More funding cases More transperancy on the quality of the consultancy Improve the cooperation of ALL initiatives supporting eco- management and eco-innovation in Lower Austria Improve the transparency and service for the clients Indicators you expect to achieve? Higher number of funded projects Better image of the funding institutions More and better cooperation between funding organisations Increasing quality of the external experts and funded projects via transparency (feedback, evaluation, reports) Has someone already tested the practice / idea? If yes, who & where & when? The idea is new to most funding organisations – only one organisation is using a search tool. The technique is not new, but the trans- organisational use of a search tool is unique Is it easy to implement? Please explain why or why not The technique and data are available. It just depends on the cooperational will of the stakeholders. This will should be guaranteed by the RIP. 24th Oct 2013

My stakeholders 7 24th Oct 2013 Stakeholder ABarbara Nährer Regional Government Department of environmental and energy economics Programme Manager Ökomanagement Main fields of activities of stakeholder organisation *) “Ökomanagement Niederösterreich” (regional Government) Environmental consulting support for public and private organisations. Priorities and interests of stakeholder in relation to the selected good practice/idea. *) Creating a one-stop-shop for eco-management funding projects in Lower Austria Higher quality of external experts and funding projects Higher cooperation between the institutions Risk & chance of this stakeholder to support or to hinder my RIP *) No risk. They will support the RIP. However due to a restructuring process within the reg. gov. there is a uncertainty how the funding scheme will be organised in the future. STAKEHOLDER A

My stakeholders 8 24th Oct 2013 STAKEHOLDER B Stakeholder B Energie und Umweltagentur NÖ eNu Energy Agency Lower Austria Hubert Fragner Head department for communities Main fields of activities of stakeholder organisation *) Environmental consulting support for public organisations Priorities and interests of stakeholder in relation to the selected good practice/idea. *) Creating a one-stop-shop for eco-management funding projects in Lower Austria Higher cooperation between the institutions Risk & chance of this stakeholder to support or to hinder my RIP *) They support the cooperation, but do not see so much need that the expert needs to be selected by the client. They still prefer to assign an expert. But this is according to competition regulations not possible anymore. So we are sure to convince them.

My stakeholders 9 24th Oct 2013 STAKEHOLDER C Stakeholder CLower Austrian Regional government, Office Department of economy, tourism and technology Doris Mayer Responsible for sustainability programmes Main fields of activities of stakeholder organisation *) This department is responsible for all economic funding schemes. The ecological funding schemes for companies are therefore a crosscutting issue which will need to be addressed by both departments. Priorities and interests of stakeholder in relation to the selected good practice/idea. *) Creating a one-stop-shop for eco-management funding projects in Lower Austria Risk & chance of this stakeholder to support or to hinder my RIP *) This department will support the RIP, however they are also responsible for the restructuring of Ökomanagement NÖ.

Realisation of My eco-Expert 10 Ökomanagement supports the transperant selection of experts Eco-experts will support the creation of one singe search tool. The federal gov. supports clear and transperant criteria for eco-experts Eco-experts will fear the additional work in providing the requested information. Opposition in the own department because they want to keep controle of their expert pool. Yellow circles: support Red circles: obstacles Please state in key words which main support and main obstacles /threats/ difficulties you are expecting to face when establishing the RIP in your region. Chamber of commerce will see it as competition 24th Oct 2013
