Overview of Proposed Educator Evaluation Regulations August 1, 2012

Modifications to Code 3 Excise sections of Title 6A, Chapter 32: 2.1, 4.3-5, 4.8 Move provisions to new Title 6A, Chapter 10: Educator Effectiveness

New Title 6A, Chapter 10: Key Components and Timeline 4 All New Jersey districts must meet the following 5 milestones: 1.Form a District Evaluation Advisory Committee (DEAC) to ensure stakeholder engagement by October 31, Adopt educator evaluation rubrics that include state-approved teacher and principal practice evaluation instruments by January Form School Improvement Panel to oversee evaluation activities by February 1, Thoroughly train teachers by July 1, Thoroughly train evaluators by August 31, 2013 All districts must complete progress reports on these milestones by April 30 th, 2013 and August 31, 2013 Notes

District Evaluation Advisory Committee 5 All districts need to convene a DEAC by October 2012, comprised of the following members: Teachers from each school level represented in the district School administrators conducting evaluations (this must include one administrator who participates on the School Improvement Panel and one special education administrator) Central office administrators overseeing the teacher evaluation process Superintendent A parent A member of the district board of education The mission of the DEAC is to engage key stakeholders in evaluation reform to: Solicit input Share information Guide and inform evaluation activities Generate buy-in

Teacher and Principal Evaluation Instrument Approval Process Providers, districts, other stakeholders may submit instruments Districts are not limited to the four teaching practice instruments in use during the Cohort 1 evaluation pilot Eligible Entities Vendors, districts, and other stakeholders submit instruments and evidence base for review Request for Qualifications (RFQ) Process Approved instruments will be added to a list from which districts may select using appropriate procurement process NJDOE Approved Instrument List NJDOE will continue to update list forward-going Ongoing Periodic Internal Review All public bidding laws and regulations apply More information in evaluation memos and FAQs Timeline for completion: Teaching Practice Instrument RFQ packet released July 30RFQ packet First release of approved list in September 6

School Improvement Panel 7 Charge Establish in each school in district by February 1, 2013 Ensure effectiveness of the school’s teachers Composition School principal or designee, Assistant/vice principal, Teacher Note: teacher will not participate in evaluation activities except with approval of majority representative Duties Oversee mentoring, Conduct evaluations, Identify professional development opportunities Conduct mid-year evaluation of any teacher rated ineffective or partially effective in most recent annual summative evaluation
