Objectives: Produce technical and informative review reports for reviewed Parties Contribute to the development of UNECE/NEC review Evaluate the opportunities for Harmonisation with UNFCCC

Review Report Based on UNFCCC template

Technical findings Trends, dips and jumps in the inventory time- series. Methods, emission factors and assumptions used for sectors in the inventory. Some time-series inconsistency, methodology based changes in the inventory. Quality and professionalism Limited resources.

Value of 3 rd Stage Review Understand, prioritise and solve the real issues with reported inventories. –Brings together the many issues identified in Stage 1 & 2 opportunity for inventory experts to exchange ideas and learn from each other (strengthen the “Community”) profile to attract attention from high up in Parties organisations and get support from ministries for quality inventory compilation. –Reaches the political agenda Essential follow up to stage 1 & 2…….?

Review next step proposals 1: Establish a clear driver and purpose for review –continuous inventory improvement and/or compliance assessment linked to the explicit and implicit requirements of the protocols and the EU directives (if appropriate) 2: To drive forward a stable review platform –Countries reporting enough detail in a transparent, consistent and timely way (Activity data & IIR) –Specific unambiguous mandatory requirements for detailed transparent and consistent reporting (The guidelines) –Clear technical guidelines (the Guidebook) 3: A Plan for 3 rd stage reviews –Format, resources, responsibilities, experts, material, training, scope (pollutants, sectors, parties, mandate), outputs, templates, guidance documents and timings.
