Development of IM Inspection Process Workshop on the Integrity Management Rule for Large Liquid Pipelines Bruce Hansen August 7, 2001

Inspection Process Segment Identification Inspection and Completeness Check * Starts January 2002 Integrity Management Program/Baseline Assessment Inspection * Starts May/June 2002

Protocol Development Protocols include the Basic Question Set to Determine the Extent and Adequacy of an IM Program * Initial Protocols Developed from Region and Limited Industry Input * Further Development by Testing on Pilot Companies * Additional Input from Inspection Results

Protocol Testing Volunteer Companies – Four have been Identified Inspection Results will furnish Additional Input for Modifying the Protocols (Quick Hit and IM Inspection) Protocols are not Complete and will be Subject to Modification for the Time Being

Protocol Characteristics Protocols with Internal Review Guidance will be the Basis for IM Training for Regions and States Furnished to Industry Prior to Inspection Protocols will be Utilized by OPS with the Use of Internal Review Guidance Protocols will include Prescriptive and Program Questions

Example Prescriptive Protocol Questions Documentation of Baseline Assessments Repair and/or Mitigation of Pipeline Anomalies Completing 50% of the Highest Risk Pipeline Mileage

Example Performance Related Protocol Questions Risk Analysis Process Performance Measures Evaluation of Leak Detection Means Data Integration
