6 ToR Objectives 1. Develop XML Schema as a shared tool –facilitate development of inter-jurisdictional information requirements and business processes. 2. Identify existing and planned XML schemas –view to developing, publishing and sharing standards across jurisdictions –based on a conceptual architecture of a central registry/repository 3. Continue to promote and develop XML standards and frameworks –government bodies and private industry 4. Assess current and future trends –XML standards, Web Services and ebXML 5. Investigate with the Identification, Authentication & Authorization (IAA) Working Group –explore XML-based security standards and mechanisms that are appropriate for the IAA framework

7 ToR Deliverables 1. Draft white paper –to be developed in the fall of 2003 –outline accomplishments to date –define goals for Lac Carling Workshop –presented at the meeting of the joint councils in early 2004 –summarize white paper findings –opportunity for the wider council members to provide input 3. Sustainable model –development, sharing and utilization of XML-based frameworks, standards and publishing formats 4. Conceptual architecture –demonstrate a proof-of-concept central registry/repository –based on existing products for publishing open XML schemas, leading to a conceptual architecture 5. XML schemas of common interest –proposals from subcommittee members

8 ToR Membership Membership open to all member organizations of PSCIOC/PSSDC Two tiers of participation: –Core Group small number of members (6-8) expected to commit 2 days a month over the year in committee work –Review Group open to any number of people. reviewing and providing feedback to the work done by the committee

9 ToR Governance 1.will operate as mandated by the PSCIOC –will regularly update the Council on its activities –seek approval of its completed deliverables. 2.will have Co-Chairs –the CTO of the Government of Ontario –the CIO of the Government of Nunavut. –each of the co-chairs will appoint a Team Leader, to guide and carry out the operations of the subcommittee. 3.will respect the diversity of different jurisdictions. –Decisions will preferably occur on a consensus basis. –Unresolved issues can be taken to the co-chairs for resolution. 4.will communicate with the members of both Councils –via the Secretariat of the joint Councils.

10 Next Steps formalize core group and review group for the subcommittee continue to solicit participation from remaining jurisdictions organize core group meetings via teleconference (due to travel restrictions) draft white paper on XML standardization in Canadian Public Sector by November, 2003 circulate draft of white paper before the joint meeting in February, 2004 report back to PSCIOC/PSSDC joint session in February, 2004
