It did not have the rights to do that in those territories.

3/10/10  H.O.R. Didn’t want to except this compromise.  Then they passed a similar bill.  Missouri came into the union as a slave state.  An amendment enabled the people in Missouri to form a state constitution.

3/10/10 The Second Missouri Compromise “They recommended against having restrictions on slavery but for including the Thomas amendment.” "free negroes and mulattoes“ "never be construed to authorize the passage of any law“

3/10/10 Other info  A slave state could only be created South of the Southern Border of Missouri and not Missouri.  Missouri came in as a slave state and Maine came in as a free state to keep the numbers even.  “To a statehood bill brought before the House of Representatives, James Tallmadge of New York proposed an amendment that would forbid importation of slaves and would bring about the ultimate emancipation of all slaves born in Missouri.”

3/10/10 Keeps Going  It passed with the House, but not with the Senate.  Started the division in the United States.  “The admission of Alabama as a slave state in 1819 had brought the slave states and free states to equal representation in the Senate.”

3/10/10 The Missouri Compromise talked about the introduction with slavery. Also how it started in Missouri and the other states. The Monroe Doctrine talked about settling in the Western Hemisphere. The Missouri Compromise was passed during the pro-slavery and anti-slavery. The Missouri Compromise sort of helped out the Monroe Doctrine.
