Stuart Segal Current challenges and the “big issues” facing the skills sector and providers Stuart reported from AOC conference (18/11/15) that the minister told colleges that they are currently only delivering a 1/3 of apprentices and that it should be 2/3rds The skills show reflected more apprenticeship delivery than in previous years The voice of ITP needs to be strengthened The spending review is expected to identify the level of apprenticeship levy

Con’t Tax via Levy debate. Inherited from coalition in anticipation of labour government. NHS new market announced 17,000 apprenticeships Opportunity to create commercial training opportunities through discussions with employers

Con’t BIS review of traineeships Trailblazers Frameworks in place but assessment plans not established Lack of info on costs Not enough “on the job” Not enough “traditional trades”

Con’t ESF tendering in November Area review (Area review structured around colleges, financial issues) Localising budgets Local ASB National Apprenticeship budge

Karen Hodgson Network 100 members Constituted as a “Not for profit” Is an SFA provider, delivers provision using its members as subcontractors Being a member does not guarantee a contract Just had Ofsted, too early to report officially but “Horrendous” and let’s just say “they are coming back”

Stuart Summary Uneven playing fields (analogy of old boys network) VAT College grants to bring learners to skill show! Cost of membership and VFM Area reviews Employers in trailblazer, how do they select training providers ROTO, Direct? Will sub contractors be eligible
