EU Seveso II Notification Notification: is submitted by the Operator to Competent Authority/(ies) if only: Seveso II Annex I dangerous chemicals are present in the establishment (as a raw material, product, by product, residue or intermediate, including those supposed to be generated in the event of accident) & Their quantities are in excess of Lower or / and Upper thresholds of the Annex I, Part I & II

EU Seveso II Notification Operators of Upper & Lower establishments are required to submit to the CA: 1.name/trade name of the operator and the address of the establishment (full address) 2.registered place of business of the operator 3.name/position of person in charge in establishment if deferent from (1) 4.information sufficient to identify the dangerous chemicals, substance or category of substances involved, their hazard classification >>

EU Seveso II Notification Cont. 5. dangerous chemicals quantities and their physical form 6. activity/ties or proposed activity of the installation or storage facility 7. immediate environment of the establishment (elements liable to cause a major accident or aggravate consequences thereof) >>

EU Seveso II Notification Cont. Operator shall immediately inform the CA in the event of: Any significant increase in the quantity, significant change in nature/physical form or change in the process employing the dangerous substance Modification of an establishment / installation Permanent closure of the installation

EU Seveso II Notification Information about chemicals in Notification shall be taken in account by the Operator: In establishing the Operator’s MAPPP, including aims & principles of action to control major accident hazard In Safety Management System –SMS including organizational structure, responsibilities, practices, procedures, processes & resources for implementing the MAPP

EU Seveso II Notification Information about chemicals in Notification shall be taken in account by the Operator: In production of the Safety Report SR including identification and accidental risks analysis and prevention methods, measures of protection and intervention to limit the consequences of an accident In drawing up Internal Emergency Plans In providing spontaneous information to the public and in supplying information to the public following a major accident

EU Seveso II Notification Information about chemicals in Notification shall be taken in account by the competent Authorities when: Inspecting the establishment and checking Operator’s MAPP, Safety Management System, Emergency Plans Preparing External Emergency Plans, Evaluating the Safety Report

EU Seveso II Notification Identifying establishments which can cause/initiate Domino Effect Implementing Land –use Planning policy and/or other relevant policies Prohibiting the use or bringing into use of any establishment, installation, storage facility, or any part thereof if the operator has not submitted the notification

EU Seveso II Notification Among others, Notification is the first place CAs resort to for valid information to inform the Commission upon accidents or incidents. On the condition that it has been carried out by the Operator and evaluated by the CA, Notification is the pillar of safety for Seveso II establishments
