UNCLASSIFIED //FOR OFFICIAL USE ONLY The New Jersey Office of Homeland Security & Preparedness Workshop on Science & Technology Innovations in Hurricane Sandy Research: Perspectives from “The Ground” Cherrie Black, AAG Chief, Critical Infrastructure Protection Bureau, NJ OHS & P June 5, 2013

UNCLASSIFIED // FOR OFFICIAL USE ONLY Post-Sandy: Critical Infrastructure Challenges and Innovation Opportunities  Communication and Information Sharing: Can we achieve clearer communication of surge modeling and forecasts to CI owner-operators and regional decision- makers?  Communication and Information Sharing: Can we take steps to improve timeliness and fidelity of restoration estimates by electric utilities?

UNCLASSIFIED // FOR OFFICIAL USE ONLY Post-Sandy: Critical Infrastructure Challenges and Innovation Opportunities  Access to Affected Areas/Impediments to Response: Can we eliminate impediments to expeditious intra- and inter-state fleet movement (mutual aid) and access for essential employees?  Shared situational awareness and a common operating platform continues to be a challenge for State / County / Regional EOCs, affecting situational awareness and communication of conditions. Can S & T help?

UNCLASSIFIED // FOR OFFICIAL USE ONLY Post-Sandy: Critical Infrastructure Challenges and Innovation Opportunities  Infrastructure Vulnerabilities: Sandy disrupted, damaged or destroyed infrastructure assets that performed well in previous storms, identifying new points of failure and raising concerns about aging infrastructure systems. Long term and interim solutions?  Investment in innovative energy solutions – beyond generators.  Identifying CI “hotspots” for shared resilience enhancements/solutions. Good ideas welcome!
