Technical Committee 3 INFORMATION STRUCTURES, DOCUMENTATION AND GRAPHICAL SYMBOLS

TC 3 THE SYSTEM APPROACH TO STANDARDIZATION Can it be applied in TC3? Cape Town, South Africa – (Cape Town/Secretariat)6 Mr. Per-Åke Svensson Secretary of TC3

TC 3 3(Cape Town/Secretariat)6: 3 Contents  Background  The system approach - generally  The TC3 interpretation  Discussion

TC 3 3(Cape Town/Secretariat)6: 4 Contents  Background  The system approach - generally  The TC3 interpretation  Discussion

TC 3 3(Cape Town/Secretariat)6: 5 BACKGROUND AC/7/2004 System approach in IEC standardization  Need to include system aspects in IEC standardization as result of changes in the market place  A need to achieve a certain change of culture in the technical (sub-)committees  TC’s with System function (TCS’s); and  TC’s with Product function (TCP’s)  Relations between TCS’s and TCP’s – reciprocity – mutual recognition of roles  (For further information: see annex of 3WS(Cape Town/Secretariat)2)

TC 3 3(Cape Town/Secretariat)6: 6 Contents  Background  The system approach - generally  The TC3 interpretation  Discussion

TC 3 3(Cape Town/Secretariat)6: 7 THE SYSTEM APPROACH The system approach concept  concept that considers that functional and structural engineering, system-wide interfaces and compositional system properties become more and more important due to the increasing complexity, convergence and interrelationships of technologies

TC 3 3(Cape Town/Secretariat)6: 8 THE SYSTEM APPROACH A system and its environment

TC 3 3(Cape Town/Secretariat)6: 9 TC with System function (TCS)  Specifies the overall performance independent of methods of implementation  Specifies requirements on components from the system perspective  When specifying the requirements on the components referring to product standards if existing  Informs the relevant TCP if none exists  Develops solutions in such cases in co-operation with relevant TCP (published as a product standard or a system/component standard) THE SYSTEM APPROACH

TC 3 3(Cape Town/Secretariat)6: 10 TC with Product function (TCP)  Specifies products independently of all possible applications  Refers to system standards, when applicable  Provides information to TCS’s on proper application, proper referencing, etc  Discusses the requirements with the TCS’s in order to meet the system requirements. This may be done by  Introducing requirements in existing standards  Creating a suitable class of product for the required component  Creating a new standard THE SYSTEM APPROACH

TC 3 3(Cape Town/Secretariat)6: 11 Contents  Background  The system approach - generally  The TC3 interpretation  Discussion

TC 3 3(Cape Town/Secretariat)6: 12 Interpretation for documentation  A “system standard” would be a specification of the properties and components of a Documentation System usable for specified kind of objects  A “product standard” would be a specification of a specific aspect of the documentation system or the properties of a system for a delimited branch or technology (sub-system) usable within the overall system.  The IEC/ISO Documentation system? THE TC 3 INTERPRETATION

TC 3 3(Cape Town/Secretariat)6: 13 THE IEC/ISO DOCUMENTATION SYSTEM Environment and role of the documentation system

TC 3 3(Cape Town/Secretariat)6: 14 Objective of the documentation system  To provide a coherent set of standard concepts and specifications that governs a user to produce information/documentation of any kind of industrially produced object, fulfilling general and specific requirements for information during the whole life cycle of that object (including records for its existence after the life cycle end). THE IEC/ISO DOCUMENTATION SYSTEM

TC 3 3(Cape Town/Secretariat)6: 15 Components of the documentation system  Concepts and terms  Specifications for preparation of documentation  structuring of documentation (“information model”)  document kinds  identification, classification, etc  Specifications for maintenance of the information  document management  change management  archiving  Specifications for distribution/delivery of documentation  Separate documentation  on-site documentation  Etc. THE IEC/ISO DOCUMENTATION SYSTEM

TC 3 3(Cape Town/Secretariat)6: 16 Contents  Background  The system approach - generally  The TC3 interpretation  Discussion

TC 3 3(Cape Town/Secretariat)6: 17 Questions for discussion  Does an approach of this kind add value to our work?  Do we need an overall description of the system in which our standards are supposed to fit?  How far are we today?  What more would we need to do? DISCUSSION

TC 3 3(Cape Town/Secretariat)6: 18 Conclusion of the discussion DISCUSSION IO  Next step?

TC 3 3(Cape Town/Secretariat)6: 19 Possible continuation  A new series of publications: IEC-ISO 82nnn: IEC/ISO Documentation system  Part 1: Principles and rules  Part 2: TR Application example for XYZ  Part 3: TR Application example for PQR  Part n: …  Develop idea as Stage 0 work  NWIP with rough overall structure and a more detailed structure for Part 1 ?? DISCUSSION

TC 3 Thank you for your attention. Any questions?
