ACTIVE LEAKAGE CONTROL SHARING ON PIPE FAILURE IN NEW DEVELOPMENT AREA

OBJECTIVE

The main objective of this session is to share our findings in development areas indirect impact to the rise in NRW. Generally new developed areas are aged less than 10 years, and are based activities ALC which was conducted both nationally and internationally. Sharing will also feature among the main problems facing the new development areas and the proposed solutions that may be possible.

OBSERVATIONS

Based on the observation which have been carried out on the pipe leakages cases, there are 3 main elements which contributes to the failures as follows : Used pipe material were not complying with the specifications and without certificate from the relevant agencies. Poor workmanship and method of installation Enforcement from Third Party or related Agencies

PROBLEMS

Although many of the factors that cause these situations from happening, but the sharing we will examine the four main factors contributing to the problem and an indirect impact on the NRW (Non Revenue Water). These factors are:  Concept Of 'storm drain culvert’  Non Synchronized Phase Development  Varies standard practice and workmanship by contractors  Temporary Supply

1. Using the concept of 'storm drain culvert’ or covered drainage systems Normally the drainage system has its own network system and some new development area has a interconnected drainage system with the sewerage system. Impact To NRW Leakage detection becomes difficult due to leakage on the pipeline will continue to fall into the' storm drain culvert‘ Need additional advanced equipment such as 'Correlator' and 'Ground Microphone' shall be used to further investigate on site. Suggestion Proposed in the closed drainage system has its own secure network access in order the drainage system can be checked regularly.

2. Non Synchronized Phase Development The development phase of new housing often depends on the economic aspects and the property itself. Impact To NRW Some of the reticulation pipe laying works have been carried out earlier by developers without proper work schedule. This may lead the high risk of leaking pipes if there is a imperfections of workmanship. These leakages are very difficult to be detected due to the idling or discontinuity of new phases development period. Suggestion Related agencies should focus more effective monitoring and providing specific rules and regulations.

3. Varies of Sub-contractors 'plumber‘; with varies standard practice and workmanship Developer were not selective during the selection of the 'plumber' which shall cover following criteria: a) Qualified on relevant licenses b) Having a skilled and competent workers. c) Using a pipe fitting, bends and etc. according to specifications and approved by relevant agencies. Impact To NRW Non competent workers will cause bad workmanship, the use of sub standard lead to the non-durable materials condition and causing a pipe leaks. Suggestion Related agencies should focus more effective monitoring and providing specific rules and regulations.

4. Use the temporary water supply for onsite use during construction period. Use the temporary supply during construction period for their construction site and also for their workers camp use. Impact to NRW Developer abusing the temporary water supply rules which has been fixed by the Authority/Water Operators by tapping from trunk main.High water pressure can cause leakage occur in water reticulations Suggestion Ongoing monitoring and regular inspections by the related agencies

CONCLUSION

To address some of the issues above, clearly shows the water operators and related agencies need specialized service before a project is handed over. The Parties may appoint an agency to conduct assessment leakage rate through activities NRW by the company that offers such services as RWS.
