On the hook (too) for more Anadromous Fish, Federal Licensing and the HCP Julie Keil, Director Hydropower Licensing and Water Rights Portland General Electric

What are we doing? Participating in the DBBC’s development of an HCP

Why are we doing that? Supportive of the successful implementation of the new 50 year license for the Pelton Round Butte Project Co-owned by PGE and the CTWS Largest project inside of Oregon High economic value to the Tribes and to PGE’s customers

New License Terms Significant Fisheries and WQ Measures Trout Creek Habitat Lower River Gravel Round Butte Hatchery Selective Water Withdrawal and salmon/steelhead reintroduction

Selective Water Withdrawal and Reintroduction $100 million investment Requires construction of new intake tower and fish screening/collection facilities capable of handling cfs Reintroduction of steelhead to historic habitats

Regulatory Drivers Federal Power Act Clean Water Act Endangered Species Act Oregon State Law

Federal Power Act Provisions Section 18 Section 4(e) Section 10(j)

Clean Water Act Section 401 Certification Reasonable assurance

State Law provisions ORS Chapter 543A Fish Passage and Screening statutes

Relationship to the HCP PGE and Tribes limited responsibilities for upstream conditions Improved habitat=improved chance of successful reintroduction The political realities
