The Project HELM Plan: what’s next and final stages Mark Loney Executive Manager Spectrum Operations & Services

Project HELM – Holistic Engineering and Licence Management >Replacing ACMA’s ageing licensing and frequency assigning toolsets (RADCOM) >Significant ACMA investment: new spectrum management system for radiocommunications and broadcast service licensing >Spectrum licensing transitioned to SPECTRA in April 2013: digital dividend auction & expiring spectrum licences reissue >Apparatus licensing transitioning to SPECTRA: >RADCOM shutdown – Friday 14 August >SPECTRA go-live – Wednesday 2 September >Broadcast Service licences (and associated apparatus licences) will transition to SPECTRA in early 2016

SPECTRAdet for data entry

SPECTRAplus for licensing

SPECTRAemc for frequency assignment

Progress to Date Spectrum Licensing >Spectrum licensing went into the new system in March 2013 to facilitate the digital dividend as well as the re-issue of licences in the 800 & 1800 MHz bands >Included tools for planning the auction process and for trading of spectrum licences >Also included the development of the ACMA Lodgement Facility (ALF) for spectrum device registrations

Progress to Date Apparatus Licensing >New frequency coordination tools to replace manual processes >Workflow based system for new, vary, renew, surrender, cancel etc for all licence types >Changes to fee structures >ALF-E (ALF Enhanced) for apparatus licensing >Web forms for apparatus licensing for Accredited persons >User acceptance testing is ongoing

Future activities >Implementation of apparatus licensing >Shutdown will be 14 August 2015 until go live >Shutdown period required to allow for final data migration >Go live 2 September 2015 >Some changes to processes with clients (licence documents, communication channels etc) >Broadcast licensing >Currently in design stage >Forecast for later in FY 15/16
