SECTOR COORDINATION FORUM PRESENTATION Ministry of National Planning & Development

Sector Coordination Forums are forums for discussion of decisions on the various sub-sectors on development strategies, policies, and programs in accordance with the development priorities and plans of Somaliland Development Plan and promote the development and adoption of common policies and strategic plans of action that will provide the overall framework and guiding principles for all partners involved in the sector and for information sharing a among partners and stakeholders in the sector on their respective roles, operations and activities and disseminate relevant information related to sector interventions. The Sector forum are composed of representatives of relevant line ministries, donor and implementing agencies, NGOs, and the private sector, chaired by line ministers and co-chaired by development partners. These forums meet on a monthly, bi- monthly and quarterly basis by technically appraise and review new programs and projects for submission for funding and to review the progress made in their implementation.

OBJECTIVES FOR SECTOR COORDINATION FORUMS (SCFs)  The overall objectives of the coordination meetings are to enhance coordination forms that align to the national priorities and endorsement strategies.  Streamline legal framework, regulating aid coordination management to ensure the effective and efficient delivery mechanism, thought transparency and accountability among all players involved in aid delivery.  Increasing transparency and accountability in the operations of all players involved in aid delivery and receipt

Cont…… Achieving better harmonization of the donors’ strategies and programs to ensure that the aid is predictable and ensuring better division of labor among donors and implementing partners to reduce the level of fragmentation and improve conditions for better and more effective coordination. SCFs to ensure that no duplication or negligence occurs within and between sectors. SCFs will be responsible for developing sectoral strategies, defining programs and projects targeted to the implementation of these strategies.

SECTOR PARTICIPATION Definitely, the effectiveness of an sector meeting’s can determine how successful of the sector forums will become. And the commitment for the chair and co-chair as a consequence for all sector members be healthy participated. Every governmental and Somaliland based international, UN agencies, National organization Should participate in at least one sector. The highest decision making official of the institution or his/her officially nominated technical representatives should be institution’s sectoral representatives. Members will ensure continuity by having a maximum of two persons (one being an alternate member) in one year acting as representatives of their organization. Associated experts can join the meetings as observers and contribute information if requested by the chair?
