Recent Changes “FAQ’s” added to WMTC webpage Nuclear testing eliminated from asphalt class Correlation/comparison test results required to accompany qualified tester application Certified tester that qualifies a tester will be held accountable if qualified tester doesn’t know the test procedures Mid-point recertification not required. Certification valid for 5 years instead of 6 years. The word “knowingly” removed from decertification section of WMTC policy. WMTC committee can take action even if tester unknowingly performs test(s) incorrectly. 1

Ongoing Issues Witnessing sampling and maintaining possession of samples Incorrect or missing lab equipment Non certified/qualified testers allowed to perform acceptance tests Independent Assurance division will continue to place emphasis on procedures and equipment 2

◦ Overshoot timeline between 24 hours and 7 days (FY16)  Must be slow set to allow emulsion to penetrate entire depth of chip ◦ Disallow steel wheel rollers and require a minimum of 3 pneumatic tire rollers (FY16) ◦ Compatibility test requirements (FY16) ◦ Removed type D, E, K and S gradation from spec book (FY17) ◦ Modified type C gradation on 3/8” sieve (FY17) ◦ Field viscosity test  Use embedment depth to indirectly measure viscosity 3
