2 The conclusions of OG3 Scope of official energy statistics and scope of IRES are differentiated (energy accounts are not covered in IRES while energy accounts are seen as part of official energy statistics); IRES to focus on basic energy statistics and energy balances as well as on related issues such as data compilation, data quality, data dissemination; Good practices and technical matters to be described/discussed in ESCM and are out of scope of IRES; OG to decide on boundary between IRES and ESCM; A separate chapter on bridging with energy accounts needed.

3 The conclusions of OG4: - not necessary to include a detailed physical description of energy - in general agreed to include energy prices in the scope of IRES - -reserves/resources to be excluded from the scope of IRES *no conclusion on definition of energy sector/industries *no conclusion on boundary between energy and non-energy products

4 The conclusions of the 2 st virtual meeting Scope of official energy statistics and scope of IRES is the same (?, see OG4 conclusions); Data items to cover those needed for energy accounts as well (?; see OG3 and OG4 conclusions); IRES and energy reserves – a need for another look? Review use of the terms “energy sector” and “energy product”, “infinite” and “cyclical” renewables Energy production to include production outside energy industries

5 Overview of the chapter The chapter focuses on the following topics: Energy and its forms Energy in statistical context (paras. 2.2 and 2.3 define scope of IRES) Energy resources and energy reserves Boundary of energy products Production boundary in energy statistics Reference territory Energy industries Statistics on energy industries Final energy consumers

6 Some remaining issues   Scope of IRES and scope of official energy statistics (clarification of boundary)   Treatment of energy reserves (where in IRES? Chapter 6 and 11?; special data collection arrangements?)   IRES and energy prices (chapter 6)   Encourage willing countries to collect additional data needed for energy accounts

7 The Oslo Group is invited to: (a) express its views on the changes incorporated in the text and discuss the outstanding issues (b) review the recommendations contained in the chapter (c) provide any additional comments to the chapter
