Teachers: well trained, higher participation in professional development activities, but profession less valued by society. Teaching conditions: lower salaries, lower class sizes, and lower teaching time. Higher share of upper secondary degree holders are not in education and training and not employed. Adults have lower skills, but younger adults have higher skills.
