Provincial Steering Committee has not been established as yet, date set for the 15th February Despite this, much stakeholder engagement has taken place since gazetting of the proposed 9 CMA’s These engagements jointly with BOCMA have confirmed previous position of stakeholders over the last 6 years that they are happy with the Breede and Gouritz being one CMA based on 3 conditions: Gouritz users are represented on the Governing board – this moot point as new board will be skills and sector based Area office with capacity representation Water use forums Progress on establishment of Regional Steering Committee

Challenges Outstanding legal opinion – amalgamation vs new (BOCMA has obtained a legal opinion) Clear guidance as to what the role and responsibility - evolving No Budget available for establishment of new CMA at Regions Lack of Capacity/Skills/mismatched organogram/COE budget Timeframes ????? Internal financing and accounting mechanism in place to ensure CMAs are economically viable e.g. revenue budget vs seed funding

Recommendations It is of outmost importance that the Department finalise the following processes; – NWRS II – National Water Act review – Create and fund organogram aligned to deliver on the priority of creating and operationalising 9 CMA’s
