Common motivation for these new IEs? If a handover between two access networks requires tearing down the current IP connectivity and re-establish a new one to the target network, this may cause significant delay due to the slow IP parameter negotiation procedures required by some IETF protocols. Can we utilize MIH IS to get some IP configuration information before a handover, so that the upper layer could predicatively plan for or establish the IP connectivity (or part of it) to a potential target network? Do we have a consensus that this is a valuable capability to have? Is there other mechanism that exists and is better suited for this than MIIS? Are the proposed IEs the right ones for this purpose? What is the best way to define the IEs?
