Working with the police ILGA-Europe projects outcomes: Concrete tools Joël Le Déroff – Policy & Programmes Officer – 27 October 2011

1. Objective: police training on hate crimes Key principles and context of our projects Recognition of the added value of community NGO/police partnerships Taking into consideration the existence of different contexts in Europe ILGA-Europe’s main role: advocacy-oriented, on the basis of policy proposals ILGA-Europe’s capacities: limited when it comes to engaging with police forces in all European countries

2. Towards a Toolkit for training police officers Our methodology to devise a Toolkit Only a part of comprehensive strategies to efficiently address hatred and violence NGOs really needed directions to succeed in their projects of police partnerships December 2010: ILGA-Europe meeting with 30 members and police officials to work on the steps of cooperation schemes : more work with a smaller reference group (Denmark, Hungary, Portugal, Scotland)

2. Towards a Toolkit for training police officers The outcomes of our work A Toolkit in three steps: -Identify needs and design training courses -Conduct a training course -Evaluate training For each step: a check list on choices to be prepared by our members, depending on their context Which allies? Who to target within the police authorities? How to understand the police’s structure? Who to chose as trainer? Which training techniques? What type of materials?

3. Helping members into implementation ILGA-Europe, together with its partners and members, proposes assistance to members willing to engage in such projects We regard this tools as also being an advocacy tool: “sell it to governments” (and to other human rights / anti- discrimination organisations)
