Experience in managing CLCs Dong Hung district

General information Area: km2 Population: communes, 1 town Rich in culture and history Politically, economically and socially stable

Role of the Office of Education and Training (OET) Coordinate different organisations in developing CLCs Manage funding, teaching and learning, human resource Monitor and evaluate

Advantages Receive attention from provincial administration: 7 CLCs established as early as 1999 Strong education background Great demands for continuing education and vocational training Many residents from Dong Hung are anxious to contribute

Difficulties Administrators are not fully aware of the importance of CLCs CLCs are a novel educational model, and consequently we lack the knowledge, skills and experience to operate them Weak infrastructure Inexperienced and unmotivated teaching staff

Solutions for the OET 1.Administration: _Advise the People’s committee of Dong Hung district and other organisations in legislation, planning, propaganda _Implement CLCs into the district’s strategic development

Solutions for the OET 2. CLC management: _Conduct analysis of residents’ learning needs _Cooperate with other organisations to issue documents on teaching objectives, content and personnel _Organise conferences for all those involved _Cooperate with the Centre for Continuing Education to train both managers and teachers

Solutions for the OET 2. CLC management (cont.): _Build, maintain and upgrade necessary infrastructure _Mobilise social resources to help sustain CLCs _Guide CLCs in funding _Establish relations between CLCs and the industry to help learners gain practical skills and employment

Solutions for the OET 2. CLC management (cont.): _Monitor and evaluate at least 15/44 CLCs per academic year in every aspects of operation _Assume accountability of teaching results to provincial administrators and the community _Provide incentives

Achievements From 2002, all communes and towns have their own CLCs These CLCs effective utilise existing infrastructures (e.g. schools) Each CLC receive 15mil dong per year and additional funding from the community

Achievements Increase the literacy rate for people aged to % 25 to 50 vocational workshops are organised each year

Limitations Education quality is lacking Courses are unattractive Limited budget, time and personnel

Implications The district administration must be well informed and advised with respect to CLCs Different organisations, with the OET in the lead, need to combine their effort CLC development should be methodologically planned, piloted, managed and evaluated Personnel capacity should be enhanced It is necessary to diversity the content, delivery and promote CLC to everyone
