TRACECA Maritime Project National Workshop on the Maritime Labor Convention of the International Labor Organization Baku, Azerbaijan 13 – 14 October 2015

Brief overview of the project  Project started in January 2013  Overall objective: Making shipping safer, more secure and environment friendly in the Black Sea and Caspian Sea

Overall objective: how?  By supporting ratification of international maritime conventions  By promoting approximation with EU legislation where relevant  Purpose is to foster effective implementation of Conventions

Project activities  All aspects of duties of maritime authorities are covered under the project, as flag State, coast State or port State  Mix of regional events: promotion of regional cooperation  And national activities: thorough reach, in- depth work, tailored approach

Project activities in Azerbaijan  Specificity in Azerbaijan: Twinning program  Project conducted a GAP Analysis, aiming at assessing the level of compliance with international standards  Study acknowledged progress made by Azerbaijan

Project activities in Azerbaijan  The project support Azerbaijan preparations to the IMO Audit Scheme  A first preparation session took place, a second is to come  A mock-audit will be conducted afterwards

Project activities: Human Element  Support to ratification of ILO MLC, 2006 is a priority  The Convention is in force since 2013  Together with SOLAS (Safety), MARPOL (Environment) and STCW (Training), ILO MLC is the « 4th pillar » of international maritime policy

Project activities: ILO MLC:  Regional activity: ILO MLC workshop in Batumi in May 2015, in cooperation with the ILO ITC  Fellowships to the ILO ITC: Two grants for Azerbaijani participants to theWorkshop on National Legal Implementation of the MLC  National support: specific workshop for Azerbaijan October 2015
