3. What will people do?  What hours?  What activity / learning programme?  What function? – eating / personal hygiene  What transport is required?

4. What skills will staff need?  Will there be differential skills / conditions? Will that be a problem?  How will staff be managed and trained?

5. Will those who use it be involved in the running of it?
