Regional Water Supply Plan 3  Completed in 2011  17 localities  First time a document consolidated information on sources, demands and water contracts in the region Supplies met projected demands for 30 years. Two specific issues were identified as sources of uncertainty in this analysis #1 Regulatory Climate (availability of groundwater permits) #2 Natural Constraints (climate change)

ISSUES  Alternatives are expensive.  No remedy for costs sunk into groundwater infrastructure that would no longer be used if we switch sources.  Population growth and economic development opportunities are difficult to accurately project.  Regulations do not identify a process for reducing allocations or prioritizing needs. 17
