AB 86: Adult Education Webinar Series

Update on AB86 Final Budget is being voted on today. Differences from May Revise: – Adds instruction for adults who will support English learner students in K-12. – Adds older adults into workforce. – Places a MOE cap at $375M. Plus, we need to look at AB104 – being voted on today too – related to accountability requirements. 3

State Fiscal Process Once the budget is signed….. – The State will split the MOE/Consortia funding. – The State will run the consortia funding through the required formula. – The State will receive board approval to release the funds. – The State will post draft schedules of MOE and consortia funding as soon as possible for members to review. – By July 31 st, the State will certify MOE allocations. – By August 30 th, the State will apportion MOE funds directly to the K-12 adult schools and County Offices. – By October 30, 2015, the State will approve consortia funding. 4

State Guidance Process CDE and Chancellor’s Office pulled together a balanced team to provide input into guidance for the adult education block grant. Eight field representatives balanced between K-12 and community college. Began meeting Monday, June 15 th. Will end by early July with draft guidance. Field input/comment on draft guidance through early July. Training and technical assistance over the summer. 5

Today’s Webinar The focus group is divided into three subgroups: – Accountability, Allowability, and Governance. Each subgroup developed questions to ask the field in order to gain understanding and insight for drafting state guidance. Today’s goal – provide the focus group feedback in the following framework: – what should be mandated by the State? – what areas does the State need to provide clarity? – what things need to be left up to the field to decide? Please use the chat feature so that we can record all your input, comments, & concerns. 6

Accountability Questions What adult education student data do you currently collect? Allowability Questions What should be considered when determining the permissibility of activities allowed by the adult education block grant? What guidance is needed in the field on the limitations of the MOE funding in comparison to the adult education block grant funding? What clarifications are needed in defining the 5% administration cap? 11

Governance Given the language now passed by the legislature about decision-making processes and governance in the local consortia, what guidance do you feel is needed - what language needs more clarification? What terms are not clear, or now in this context, need definition? Do you think that more detailed direction about governance should be provided, or do the guidelines need to be broad enough to account for many variations at the consortium level? 12
