Background  APEC Leaders’ Meeting in Brunei and Shanghai: digital divide issue  The proposal of APEC Digital Opportunity Center in Chile  Why telecenter?

Objectives Fulfill the goal of an APEC digital society Create a cooperative mechanism for public and private sector in bridging the digital divide; Act as a major enabler of the New Economy Reinforce and enhance human capacity building

Methodology A self-funded project comprising two phases: Phase I: consensus building, strategy and measure planning accompanied with a workshop and a short-term training camp. Phase II: physical establishment of telecenters in participating developing economies.

Outputs/Deliverables Guidelines on developing telecenters in rural areas Best practices of telecenters in rural areas of APEC region. Recommendations on related issues

Timeframe Mar. 2004: Propose the project to HRDSG of TEL29 Sep. 2004: Telecenter Workshop concurrent to TEL30 Jan. 2005: Telecenter Training Camp in Taipei (end of phase I) Mar. 2005: Report the result of project phase I to TEL31 and start the phase II in trial establishment of telecenters. Sep. 2005: Report the result of project phase II to TEL32;
