ISC Purpose Our Purpose The ISC provides a collaborative forum where government and industry members can engage in meaningful dialog and activities to evolve and advance information sharing initiatives. Our Members ISC members include representatives from Federal agencies and industry participants from both large and small businesses. Information Sharing Committee
ISC 2011 Initiatives National Information Exchange Model (NIEM) – Collaborative project with DHS NIEM PMO and other stakeholders to develop a Panel for the 2011 NIEM National Training Forum. Updated website!: National Information Sharing Environment Strategy – PM ISE – Collaborative project with the Information Sharing Environment (ISE) Program Office to distill, synthesize and summarize information to support the evolution and development of the National Information Sharing Strategy. ISC 2011 Initiatives Continued… Review of Use of Social Media in the Security Clearance Process – 1) plan, design, develop and facilitate a discussion with subject matter experts (SMEs) to address the potential hurdles and issues that must be navigated before implementing internet searches as part of the security clearance process; and – (2) develop a report detailing approaches and recommendations for addressing these issues. – Note: Expected to take about 90 days from kickoff (July) Information Sharing Committee
Status of ISC Initiatives National Information Sharing Environment – PM-ISE paper was delayed by Wiki Leaks issue that surfaced earlier this year – ISC collected Industry outreach to respond to questions – data call in April/May – New date for PM-ISE paper is expected soon NIEM NTE Panel – Panel is established, and will participate in the NIEM NTE in Philadelphia next week – August 23 rd thru 25 th – Fiona Barshow will moderate the discussion – Panel will discuss: NIEM & Transparency Information Sharing Committee
Status of ISC Initiatives continued… Review of Use of Social Media in the Security Clearance Process – ISC is collaborating with the Human Capital SIG on this effort – Leads and volunteer team have been identified – Analysis and discussions are underway Information Sharing Committee
Observations Demand for Innovation: Government is looking to Industry for more innovation on automated solutions for information sharing. Increasing Information Sharing Tools: There are an increasing number of tools on the market to support information analysis, sharing and exchange. Greater Information Maturity in Federal Agencies is Needed: Challenges remain in Centralized Governance, Enterprise data management maturity, Development and maintenance of information sharing and exchange guidelines, and creating collaborative sharing agreements. Increased Publication of Information Sharing Strategy across Federal Sector: National Information Strategy plans has been published by FBI (2011), DHS (2008), DoD (2009) and US Intelligence Community (2008). Observations Grants: DoJ and DHS have developed grant language for state and local governments to require grantees to use NIEM for information sharing. State and Local Governments - Information Share: State and local governments are working across boundaries to leverage information sharing for law enforcement, prescription monitoring and other needs. Observations Federal Analysis of Protection and Proper Use of Information: Government efforts are being shaped by new threats and opportunities: – Wiki Leaks – Uses of social media Federal Analysis of Privacy and Social Media: – Government is working to discover: Appropriate levels of privacy with respect to information collection Appropriate level of data collection on individuals for security purposes Legal and public steward implications Information Sharing Committee
Additional Observations Information Sharing and research activities still seem to be under-funded across Federal and State governments Continuing budget pressures may: – Help focus capital on efforts for industry solutions of automated tools to increase speed and quality of information sharing – Hinder efforts to support the human collaboration required for effective policies, governance, contextual understanding and standards Information Sharing Committee
