NTIA Briefing EL-CID, FSMS & OSM-DD DoD Spectrum Workshop December 11, 2009

Agenda Equipment Location-Certification Information Database (EL-CID) Federal Spectrum Management System (FSMS) & Office of Spectrum Management Data Dictionary (OSMDD)

Equipment Location – Certification Information Database (El-CID) Status Update EL-CID Ver 5.1 EL-CID Ver 6.0 EL-CID Ver 7.0

EL-CID Ver 5.1 Current version certified for use NTIA required all certification requests be in Ver 5.1 format after November 1, 2009 Approved certifications are posted to NTIA freqnet in a subfolder under the SPS folder

EL-CID Ver 6.0 Ver 6.0 was distributed Oct 28,2009 to the DoD agencies to get a time estimate for certification All agencies must update at the same time Ver 6.0 will update previous version databases DoD enhancements included in Ver 6.0

El-CID Ver 7.0 Ver 7 is in development Working with the DoD to include DoD record approval and lockdown capability SPS Working Group 5 acts as CCB for agencies to advice NTIA on priority of program change requests

EL-CID Discussion

FSMS & OSMDD

Evolving Agency Roles & Needs The Challenge Increased Demand Growing government agency requirements for spectrum use Expanding private demand Reduced Availability Escalating use of spectrum Evolving Agency Roles & Needs Evolving military and law enforcement roles Government needs spectrum Private industry needs spectrum How do we balance and fill the need?

Modernize Spectrum Management through Improved Use of Information Technology Paperless Implement Paperless Spectrum Management Initiative Recommendations Modernized Modernize Spectrum Management Systems Achieve Target Architecture Implement New Data Dictionary Collaborative Collaborate with DoD, FCC and all IRAC Agencies Recommendations

Benefits of FSMS Reduced processing time Near real-time data & document access Application status monitoring Multiple access points (Internet, SIPRNet, dial-up) Assured data integrity Enhanced interference algorithms Expanded compliance check capabilities Standardized and improved user interface Data export capability for import to third-party tools Portal-based UI reducing deployment requirements Radio spectrum allocation planning and management support FSMS will reduce cycle times for processing spectrum requests by allowing near real-time access to spectrum information through multiple access points in a continuously monitored environment. A more robust data model will enable enhanced interference calculations, data validations, and compliance checks. Standard user interfaces and data export capabilities will provide an easy to use, flexible environment for day to day spectrum management activities.

IRAC Processes and Business Products OSM Data Dictionary (Pub8 Compliant) Mission Prepare and Submit Frequency Proposal Receive and Process Frequency Proposal Transactions Vote on Frequency Proposal Frequency Assignment Subcommittee (FAS) Process Frequency Assignment Prepare and Submit Request for Spectrum Certification Receive and Process Spectrum Certification Request Spectrum Planning Subcommittee (SPS) Process System Certification Space Systems Subcommittee (SSS) Manage Satellites Registered Satellite Emergency Planning Subcommittee (EPS) Manage Emergency Documents and Telecommunication Service Priority for Radiocommunications (TSP-R) TSP-R Populate Equipment Characteristics Qualify Equipment Process Qualified Equipment The scope of FSMS is the production of the assignment, certification, satellite registration, TSPR, and validate equipment products. These products are generated from a single data source and interact with the associated IRAC and subcommittee processes. Mission information is shared among the business processes using the single data source, reducing the multiple data entry functions associated with today's systems. Note: Mission information is shared information that is captured throughout the other processes.

FSMS Concept of Operations (CONOPS) FSMS will be a service-based system grounded in a target Service Oriented Architecture (SOA) that the spectrum community will be able to access either via a portal-based interface or via direct system to system interaction. Service Oriented Architecture (SOA) A service-based system grounded in a target SOA. Accessible Portal Based System The spectrum community will be able to access FSMS either via a portal-based interface or directly through their own automated systems.

FSMS SOA Target Architecture (as shown here)

FSMS Release Strategy Red FY2010 Classified environment Front-end assignment processing Legacy system interfaces Pub8 database Engineering algorithms Green FY2011 Unclassified environment Classified/ unclassified data exchange Back-Office FY2012 Back-end assignment and certification processing Legacy interfaces eliminated Legacy systems retired Full Capability FY2014 Front-end certification processing Full TSP-R processing

FSMS Transition Strategy Note that for each FSMS release, NTIA maintains real-time redundancy between HCHB and COOP.
