Background  NYPD was found in 1845  Largest police force in United States  Computer Statistics (CompStat) was adopted in 1994  Crime Management tool to serve NYPD

Appropriateness of Objectives Appropriateness of Objectives  Enhance the safety and security of the public through a multi-faceted approach to crime reduction  Enhanced traffic safety for city residents  Improve the quality of life for city residents  Improve police/ community relations by providing courteous, professional and timely service

Safety and SecuritySafety and Security  Safety on the streets  Murder decreased by 8%, from 516 in Fiscal 2008 to 473 in Fiscal 2009  Number of major felony crime is decreasing  What NY citizens expect from the NYPD

Traffic SafetyTraffic Safety  Motorists/ Passenger & Bicyclists/ Pedestrians  People want to see the decrease of numbers of accidents from these two major categories  DWI-Related Fatalities (Driving While Intoxicated)  Prevent the DWI is also another major concern from people  Hazardous Traffic Violations  This causes motor vehicle accidents, and people want NYPD to prevent this problem

Quality of LifeQuality of Life  Instances where people are disturbing the public peace  Unreasonable noise  Graffiti  Panhandling  Prostitution  Role of police in maintaining social order

Quality of ServiceQuality of Service  Response time  Average response time to all crimes in progress citywide remain unchanged compared to last fiscal year  Professional & courteous service  Prevent abuse of power by police

Are the Targets realistic?Are the Targets realistic?  Not possible to lower the crime rates year after year  Incentives for manipulating the number of crimes and severity of it  There are over 5000 fewer police officers on our street than there were in 1999.

Conclusion  The 4 objectives of NYPD:  Safety & Security  Traffic Safety  Quality of Life  Quality of Service  Number of objectives are appropriate  The targets are unrealistic
