XI HIA International Conference - In Times of Crisis, Healthier Ways April, Granada To provide participants with an opportunity to reflect on the contribution of HIA to improving and strengthening the development of healthy public policy in the past decade. To advance discussions around the second topic of the XI international conference – embedding HIA in the decision making process to promote HiAP. In particular mainstreaming HIA in policy-making processes so as to promote healthier public policies. Overall aim and link to conference themes

XI HIA International Conference - In Times of Crisis, Healthier Ways April, Granada To debate and discuss the contribution of investment in capacity building for HIA over the past years with regard to: 1.facilitating consideration of gender and other social determinants of health; 2.facilitating consideration of the distribution of potential health impacts – the health equity dimension; and 3.its contribution to development of healthy public policy. Specific aims

XI HIA International Conference - In Times of Crisis, Healthier Ways April, Granada Interested in your views and inputs 50 minutes - “World café” – participants are allocated to 1 of 2 groups and either move between the 2 tables to discuss each of the specific questions with one of the facilitators OR stay at one table 15 minutes - plenary session to feedback the key points from each of the 2 café table discussions and opportunity to clarify key points and or add more. XI HIA International Conference - In Times of Crisis, Healthier Ways April, Granada Are we trying to embed HIA into decision-making? And what do we think we mean by this? How would we see this reflected? In legislative and regulatory requirements? What about other processes particularly policy processes. Are we talking about embedding HIA or embedding the consideration of health in policy processes? Or is HIA/health embedded in EIA? Where and how have we incorporated equity in this process? Give examples of what they know is happening in practice and or evidence for their views. 1.Reflect on what “embedding” HIA means.

Do we seem to have the balance right? How have we built capacity to assess not only the impacts but their distribution – the equity dimension? How well are we doing on the equity dimension? What should the balance be for “embedding HIA effectively”? What should the balance be if we take a longer term focus eg. training some people who will begin at the micro level now and then move to meso or senior decision making levels? 2.Capacity building for HIA
