Check the functioning of the system Determine when the system give wrong results and advise the referee for any system malfunction or light touch Observe all swimmers as they touch the wall and take note of all cases when the electronic system gives inappropriate times Know the swimming rules and the electronic system Ensure that the system will be manually started when it does not register the start Role - CJE

Before the meet – CJE Meet with the referee –Electronic system –Signals and communication, location –Long distance events, « 1-lap » events Verify the system, the starting device, the pads and the format of the reports Ensure that a complete equipment test is performed before the beginning of the session Be ready to start the session on time for the first start

During the meet – Operator Be attentive: Ready for each starts, validating all touches (add laps when applicable) Validate the event and heat numbers Identify suspected light touches Deactivate empty lanes after each start Post results on the scoreboard

During the meet – Operator Advise the referee if the system does not work properly Manually start the system in the event of a missed start (SHUT DOWN THE SCOREBOARD) Provide the reports to the CFJ/CJE

During the meet – CJE On the electronic interface, judge the touch for all the swimmers in the current heat. Request the changes to backup times or insertion of disqualification when required Allow posting of official results publishing on the scoreboard Resolve any issue with times right on the spot before moving up to the next heat

Official Times When no electronic system (all manual): –If 3 times, eliminate the faster and the slower times, the middle time is the official time –If 2 times, the arithmetical average of the 2 times is the official time DON’T ROUND UP TIMES –If 1 time, investigate (to be discussed later)

With Electronic Timing: –If the electronic time is validated by the manual times, the electronic time is the official time. –As a guideline, if the difference between the electronic time and the manual times is 0.30 sec and less, the electronic time is valid. THIS IS A GUIDE HOWEVER, WE MAY JUDGE THAT AN ELECTRONIC TIME IS OK WITH A 0.40 DIFFERENCE… Official Times

The electronic time might be wrong if: –more than 0.30 second with manual times (not an absolute fact) –inscription LT (light touch) on the electronic report –inscription LT (light touch) on the timecards –malfunction of the system during the meet We can always validate the results with the referee’s order of finish. Official Times

3 good times + the one of the chief timer = ignore the time of the chief timer Less than 3 good times + the one of the chief timer = take the chief timer’s time into account when determining the official times Official Times

If there is only time or 2 very different times: we should verify the coach’s time and write it behind the card (used as a guide only, should never be considered as an official time) If the time is realist, this will be the official time. This time cannot count as a record (CSW ). Official Times

Rules - CFJ SW Where Automatic Officiating Equipment is used to judge the finish of a race, the chief finish judge must report the order of finish recorded by the Equipment after each race.

Rules – CJE CSW Chief Judge Electronics a)Shall oversee the operation of any SNC approved Automatic Officiating Equipment. b)Shall determine if the Automatic Officiating Equipment is in error and advise the referee of any malfunction or light touch. c)Shall observe the touches of all swimmers and note any cases in which the Automatic Officiating Equipment fails to properly record the touch.

Rules – CJE CSW Chief Judge Electronics d)Shall be positioned with the Automatic Officiating Equipment near the finish end with an unobstructed view of the finish of each lane. e)Shall be fully familiar with the rules of swimming and the operation of the Automatic Officiating Equipment. f)Shall ensure that the Automatic Officiating Equipment is activated manually to obtain placings when the system has failed to be activated by the starting signal.

Rules – Electronics Operator CSW Electronics Operator –Shall operate, or assist in the operation of any SNC approved Automatic Officiating Equipment.

SW 11 Timing SW 11.1 The operation of Automatic Officiating Equipment shall be under the supervision of appointed officials. Times recorded by Automatic Equipment shall be used to determine the winner, all placing and the time applicable to each lane. The placing and times so determined shall have precedence over the decisions of timekeepers. In the event that a break-down of the Automatic Equipment occurs or that it is clearly indicated that there has been a failure of the Equipment, or that a swimmer has failed to activate the Equipment, the recordings of the timekeepers shall be official (See SW 13.3).

SW 11 Timing SW 11.2 When Automatic Equipment is used, the results shall be recorded only to 1/100. When timing to 1/1000 of a second is available, the third digit shall not be recorded or used to determine time or placement. In the event of equal times, all swimmers who have recorded the same time at 1/100 of a second shall be accorded the same placing. Times displayed on the electronic scoreboard shall show only to 1/100 of a second.

SW 11 Timing SW 11.3 Any timing device that is terminated by an official shall be considered a watch. Such manual times must be taken by three timekeepers appointed or approved by the Member in the country concerned. All watches shall be certified as accurate to the satisfaction of the governing body concerned. Manual timing shall be registered to 1/100 of a second. Where no Automatic Equipment is used, official manual times shall be determined as follows:

SW 11 Timing SW If two of the three watches record the same time and the third disagrees, the two identical times shall be the official time. SW If all three watches disagree, the watch recording the intermediate time shall be the official time. SW With only two (2) out of three (3) watches working, the average time shall be the official time.

SW 11 Timing SW 11.4 Should a swimmer be disqualified during or following an event, such disqualification should be recorded in the official results, but no time or place shall be recorded or announced. SW 11.5 In the case of a relay disqualification, legal splits up to the time of the disqualification shall be recorded in the official results. SW 11.6 All 50 meter and 100 meter splits shall be recorded for lead-off swimmers during relays and published in the official results.

SW 13 Automatic Officiating Procedure SW 13.1 When Automatic Officiating Equipment (see FR 4) is used in any competition, the placing and times so determined and relay take-offs judged by such Equipment shall have precedence over the timekeepers. SW 13.2 When the Automatic Equipment fails to record the place and/or time of one or more swimmers in a given race: SW Record all available Automatic Equipment times and places. SW Record all human times and places.

SW The official place will be determined as follows: SW A swimmer with an Automatic Equipment time and place must retain his relative order when compared with the other swimmers having an Automatic Equipment time and place within that race. SW A swimmer not having an Automatic Equipment place but having an Automatic Equipment time will establish his relative order by comparing his Automatic Equipment time with the Automatic Equipment times of the other swimmers. SW 13 Automatic Officiating Procedure

SW A swimmer having neither an Automatic Equipment place nor an Automatic Equipment time shall establish his relative order by the time recorded by the Semi-Automatic Equipment or by three digital watches. SW 13.3 The official time will be determined as follows: SW The official time for all swimmers having an Automatic Equipment time will be that time. SW The official time for all swimmers not having an Automatic Equipment time will be the three digital watches or the Semi-Automatic Equipment time. SW 13 Automatic Officiating Procedure

CSW Official split times: A time achieved by a swimmer for an interval shorter that the total distance shall be official under the following conditions and may be used for entry or record purposes: i) The Referee/Meet Management must be advised prior to commencement of the event. ii) The swimmer must complete the full distance of the event, see CSW iii) The official split shall be reported as a separate event in the meet results. SW 13 Automatic Officiating Procedure

SW 13.4 To determine the relative order of finish for the combined heats of an event, proceed as follows: SW The relative order of all swimmers will be established by comparing their official times. SW If a swimmer has an official time which is tied with the official time(s) of one or more swimmers, all swimmers having that time shall be tied in their relative order of finish in that event. SW 13 Automatic Officiating Procedure

FR – Facility Rules FR 4.1 Automatic and Semi-Automatic Officiating Equipment records the elapse time of each swimmer and determines the relative place in a race. Judging and timing shall be to 2 decimal places (1/100 of a second). Equipment that is installed shall not interfere with the swimmers' starts, turns, or the function of the overflow system.

FR 4.2 The Equipment must: –FR Be activated by the starter. –FR Have no exposed wires on the pool deck, if possible. –FR Be able to display all recorded information for each lane by place and by lane. –FR Provide easy digital reading of a swimmer's time. FR – Facility Rules

FR 4.4 Touch panels for Automatic Equipment: –FR The minimum measurement of the touch panels shall be 2.4 metres wide and 0.9 metre high, and their thickness shall be 0.01 metre metre. They shall extend 0.3 metre above and 0.6 metre below the surface of the water. The equipment in each lane shall be connected independently, so it may be controlled individually. The surface of the panels shall be of a bright colour and shall bear the line markings approved for the end walls. FR – Facility Rules

Exam - CFJ 1. The Chief Finish Judge has the authority to: a. disqualify swimmers; b. appoint an assistant Chief Finish Judge to assist him; c. establish the results and order of finish which is sent directly to the referee; d. resolve all decisions relating to the place and time of swimmers; e. schedule Swim-Offs and inform the referee and coaches.

Exam - CFJ 2. An indication that the results from an automatic electronic timing system may be invalid is: a. a difference of greater than 0.30 seconds between manual and automatic times; b. an annotation of "light touch" on the automatic time-slip; c. a manual time from the Chief Timer recorded on the time card; d. a report from the turn inspector that the final touch-out was illegal; e. an annotation of "light touch" on the time card by the Head Lane Timer; f. three manual backup times which are identical to 1/100ths of a second.

In order to be approved by SNC, an automatic judging and timing system shall: a. provide times for all swimmers to 100ths of a second; b. provide place results for all swimmers; c. include a hand-held starting device which may be a pistol; d. include a hand-held starting device which has a visual signal for the timers; e. have an automatic lap-counter for each lane; f. provide a hard-copy of the results of each heat; g. produce a starting signal simultaneously for all lanes; h. have a display board for all swimmers to see their results.

If a touch-pad fails to respond immediately when touched by a swimmer, the operator shall: a. stop the system for the lane(s) concerned and invalidate the times and places; b. not interfere with the system but let it function normally; c. manually activate the touch for the lane(s) concerned and note "light touch" on the print-out; d. ignore the problem and let the Chief Finish Judge resolve it.

If a race has been successfully started but the automatic system has failed to activate, the operator shall: a. manually activate the system and inform the Chief Finish Judge/Referee; b. manually activate the system and inform no one; c. set up the equipment for the next race and wait.

The touch-pads in SNC-approved automatic judging and timing system shall: a. extend at least 60 cm below the surface of the water; b. extend at least 30 cm above the surface of the water; c. have a maximum thickness of 1.00 cm; d. have a sensitivity which will respond to a relatively light touch but not react to water turbulence; e. be marked so as to conform with the rest of the pool and have a minimum border width of 2.5 cm; f. be safe from electrical shock and not have sharp edges.

SNC-approved manual-electronic judging and timing systems shall: a. provide three separate manually-operated stop buttons (push- buttons) at the finish-end for each lane; b. provide times to 100th of a second; c. be acceptable as a backup system provided it is independent, electrically and electronically, from the primary system; d. be activated by the Head Lane Timer in each lane; e. be activated by the Starter for all lanes; f. be used as a primary system if satisfactory backup system is provided.

When automatic judging and timing systems are in use: a. the places and times determined by the system shall be official, unless they are invalidated by the Referee or Chief Finish Judge; b. times shall be recorded to 100ths, even if 1000ths are provided; c. swimmers whose times are tied to 100ths shall be placed according to the manual backup times; d. there shall also be a full complement of timers or another form of backup system; e. only one timer per lane is satisfactory as a backup timing system; f. a malfunction of the system shall require the race to be stopped and swum again.

It is accepted practice that an identified discrepancy of 0.30 seconds or more between the automatic and backup (manual) times for a lane shall: a. be an indication of a possible "light touch" or equipment malfunction; b. cause the Referee to order a re-swim; c. cause the Chief Judge Electronics to stop the meet and check the touch-pads; d. cause the Chief Finish Judge to review both the automatic and backup places and times.

Two or more swimmers with good automatic times that are identical to 100ths of a second shall: a. be placed according to their order of finish as determined by the automatic system; b. be declared tied; c. be placed according to the automatic 1000ths of a second if these are available; d. be placed according to the manual backup times;

When working with automatic judging and timing systems, it is possible to have: a. valid automatic times but invalid automatic places; b. valid automatic places but invalid automatic times; c. swimmers tied from different heats; d. swimmers tied from the same heat; e. automatic places and times invalidated by the Referee or Chief Finish Judge.

Electronic Operators shall: a. operate or assist in the operation of any SNC approved automatic judging and timing equipment; b. have authority over Chief Judge Electronics; c. have the automatic timing equipment positioned anywhere with a view of the finish of the race; d. have the automatic timing equipment positioned near the end of the pool in line with the finish; e. be any person competent to run the equipment.
