COSMO PDR (November 16-17, 2015) Welcome and Introductions Charge to PDR Committee Based on the NSF Large Facilities Manual (June – 2015) we adopt the modified guidelines for a comprehensive Preliminary Design Review. The COSMO PDR Committee is tasked with evaluating the COSMO Observatory presentations and supporting documentation in addressing these objectives. 1.Evaluate the project science objectives and priorities of the proposed facility. 2.Evaluate the flow down of observatory requirements from Science, Operations and Safety and the documented verification of these requirements through design documents, technical analyses and trade studies. 3.Evaluate design approach and maturity of key technologies. 4.Evaluate plans for management of the project during construction, oversight of major sub-awards and subcontracts, organizational structure. 5.Evaluate the project budget and schedule. 6.Evaluate the project risk register and levels of contingency.
