Otsuka and Y. Kijima OUSMANE BADIANE Africa Coordinator Research Advisor to NEPAD International Food Policy Research Institute

SOURCE: INTERNATIONAL FOOD POLICY RESEARCH INSTITUTE Page 2 THE STUDY FINDS THAT NERICA ….. EASES ACCESS TO IMPROVED TECHNOLOGY BY POOR HOUSEHOLDS INCREASES RETURN TO LABOR AMONG POOR HOUSEHOLDS INCREASES EMPLOYMENT OF OFF-FARM LABOR REDUCES INCOME INEQUALITY ACROSS HOUSEHOLDS NERICA AND POVERTY REDUCTION IN UGANDA

SOURCE: INTERNATIONAL FOOD POLICY RESEARCH INSTITUTE Page 3 NERICA IS “PRO-POOR” TECHNOLOGY Nerica Adoption by Income Categories

SOURCE: INTERNATIONAL FOOD POLICY RESEARCH INSTITUTE Page 4 NERICA IS A POVERTY REDUCTION CROP ON AND OFF-FARM RURAL LABOR THE MOST EFFECTIVE WAY TO REDUCE POVERTY IS TO RAISE THE PRODUCTIVITY OF RESOURCES ON WHICH POOR PEOPLE DEPEND FOR THEIR LIVELIHOOD. IN THE CASE OF UGANDA THESE ARE: AGRICULTURAL LAND NERICA SEEMS TO MAKE BOTH MORE PRODUCTIVE

SOURCE: INTERNATIONAL FOOD POLICY RESEARCH INSTITUTE Page 5 1. WHY DOES AVAILABLE LAND (ASSET LEVEL) PER HOUSEHOLD AFFECT ONLY TOTAL BUT NOT SHARE OF NERICA AREA? 2. WHY IS AVAILABLE LAND PER HOUSEHOLD MEMBER NEGATIVELY RELATED TO TOTAL AS WELL AS SHARE OF NERICA AREA? 3. WHY IS NERICA ADOPTION NOT AFFECTED BY DISTANCE / ACCESS TO INPUT MARKETS? NERICA AND POVERTY REDCUTION IN UGANDA THE OPEN STRATEGIC QUESTIONS WHAT DETERMINES ADOPTION PACE AND PATTERNS? 1. HOW IS NERICA’S DROUGHT TOLERANCE? 2. WHY DOES NERICA’S AREA SHARE SEEM TO DECLINE WITH RICE GROWING EXPERIENCE? 3. WHAT IS THE IMPACT OF NERICA ON PRODUCTIVITY AND PROFITABILITY OF OTHER CROPS IN THE ROTATION CYCLE? IS NERICA A SUSTAINABLE TECHNOLOGY? NERICA IS SUPPOSED TO BE LOW INPUT TECHNOLOGY BUT FARMERS APPLY MORE INPUTS / FERTILIZERS THAN IN THE CASE OF COMPETING CEREALS !!!!!!

SOURCE: INTERNATIONAL FOOD POLICY RESEARCH INSTITUTE Page 6 POSSIBLE ANSWERS  Could it be that NERICA: ois just being regarded as any other rice variety ois adopted because it happens to be available oIs introduced only to the extent that rice (in generic terms) is desired in the crop mix?  Could this be the reason why adoption patterns have no significant relationship to: othe level of household assets othe distance / access to modern input markets?

SOURCE: INTERNATIONAL FOOD POLICY RESEARCH INSTITUTE Page 7 The Tobacco Effect? POSSIBLE ANSWERS Is treatment of NERICA as “high-input” crop limiting adoption?

SOURCE: INTERNATIONAL FOOD POLICY RESEARCH INSTITUTE Page 8 CONCLUSIONS  THE STUDY ESTABLISHES THAT oNERICA IS AN EASY-ACCESS TECHNOLOGY FOR THE POOR oNERICA HAS THE POTENTIAL TO REDUCE POVERTY oNERICA HAS THE POTENTIAL TO REDUCE INEQUALITY  IT LEAVES KEY QUESTIONS FOR FURTHER STUDY oWHAT FACTORS DETERMINE ADOPTION PACE AND PATTERNS oHOW CAN THESE BE USED TO ACCELERATE AND SCALE UP ADOPTION oHOW CAN THEY BE AFFECTED TO ENSURE SUSTAINABILITY OF NERICA PRODUCTION AND ITS IMPACT ON POVERTY
