 The Plan is prepared in accordance with the Govt guidelines (PM, MPI, MOF). Its standard structure guided by the Government does not include some attributes of JANS tools.  Some assessment attributes and criteria are outside of the Health sector role, and not suitable for Vietnam (e.g. financial management system, audit procedures, etc)  Differences between 10-yr Strategy => 5-yr Strategic Plan => Annual Action Plan (with different levels of details) may need different assessment tools.  Very rich, comprehensive and useful comments from DPs and JANS team. We have tried to incorporate, but may not all.  JANS tools need to be adapted to make it more appropriate with Vietnam context. Lessons learnt (2)

 Need assessment for training on Health Planning (RF-THS)  Development of training materials for Health Planning (ADB TA)  Development of Health Plan Template/Outline/Guideline (ADB TA)  Organize short training courses on Health Planning for provincial health planners (RF-THS, ABD and others).  Modification of JANS tools to use for assessment of provincial annual health plans (RF-THS)  HMIS strengthening  MTEF  JAHR as a monitoring tools Improving Health Plans: Much more to do

Five-Year Health Plan, Where It Is?

 Draft 3 was sent to JANS and HPG members for comments  Rich comments provided by DPs and JANS Team.  Draft 4 was produced and sent to JANS team and HPG members.  9 Nov Workshop with HPG members, chaired by VM Tien.  After 9 Nov workshop, Draft 4b was produced and sent to all provinces, NTPs, MOH Depts for last comments.  25 provinces, MOH Depts and NTP have provided comments  Draft 4b is being revised to produce Final Version by end Dec.  Next steps:  Finalise the Plan  Submit to MPI and Govt Office by end of December  Send back to JANS Team for final check in order to finalise the JANS report.

Ten-Year Health Strategy,

JAHR Progress

 Semi-final version was reviewed by VM Tien  Final version was submitted to the Minister for his approval (in process).  After getting approval from the Minister, CD will be produced and distributed at the CG meeting.  Printings will be done and distributed after that.  Summary will be written and printed.  Posted on the website of the MOH and some other addresses.  Well effectively used for development of 5-yr plan and 10-yr strategy. JAHR 2010
