“ Global Safety Management: Revolution or Evolution?” Aircraft Owner v. Operator Requirements: Challenges in Managing the Safety and Transfer of Used Aircraft

Summaries, Conclusions, and Action Items 2 Major Discussion Points Used aircraft industry has changed substantially –30-35% of operating fleet is now leased –Business aviation with unique airplane configurations Current system for aircraft transfer is cumbersome, time-consuming, and costly –Delays to customers, limited MRO capacity, contract penalties, etc. Lack of transparency/visibility of national requirements and acceptance process –May improve with new EASA remit for operations

Summaries, Conclusions, and Action Items 3 Major Discussion Points Inspectors may not be aware of requirements –More training and awareness needed Leasing companies mirror aviation authorities; “the weakest CAA drives the strongest requirements in leases” Streamlining of transfer in some manner is needed. –Recordkeeping, greater acceptance of STCs and data. New bilateral with the EU should enhance the progress already being made.

Summaries, Conclusions, and Action Items 4 Reaction from the Floor Industry asked for a single source for the operating requirements of National Aviation Authorities –e.g. guidance document, website, etc. EASA is envisaging more flexible requirements for operators of large airplanes, regarding contracting with Continued Airworthiness Management Organisations (CAMO) Attendees favored continuing dialogue and further bilateral changes –Leasing companies should contribute more and more in this system.
