Background 1. Initial 3-year portion of LCGT has partially been funded split off from the whole 7-year LCGT project. Proposal: This portion be called initial LCGT or iLCGT. 2

The remaining portion of the budget starting from April 2011 will surely be approved – totaling 15.5B yen. - There remains, though, a slight uncertainty in the amount of the whole budget to be approved. - The remaining portion of the project is proposed to be called baseline LCGT or bLCGT. 3

Background-cont ’ d 3. The basic philosophy of the LCGT project which has been proposed for the past 10 years shall have no change. The only difference is that it is requested to achieve significant mid-term result for iLCGT. 4

Background-cont ’ d 4. The challenges ahead are daunting – even for the iLCGT. The attention of the LCGT members seems to have mainly focused on the 3-year development scenario – for iLCGT, that is. 5

Proposal 1. A new task force be organized to establish the 7-year LCGT development scenario. With the basic scenario for the iLCGT already under discussion, the major focus should be on the latter portion of LCGT, bLCGT. 6
