Item 5: Vision 2020 Implementation paper – version 1.1 DIME/ITDG Steering Group – item 05 Meeting of 18 November 2015 BECH B2/404

Vision 2020 – introduction  QUALITY: one of the 5 key / priority areas of the ESS Vision 2020, with ambitious objectives and actions  All ESS.VIP projects have in principle a quality component which call for a proper coordination – the ESS has got a very well established & rooted quality framework  The Quality goals of the Vision are much broader and more ambitious than represented by the quality aspects of the current projects =>  The Impl paper translates the objectives & structures them in an overarching / supporting framework

Vision 2020 – main actions  AL1: Action 1: Coordinate quality in the ESS Vision 2020 Portfolio Action 2: Make quality assurance fit-for-purpose – differentiate the ESS quality approach, make proposals on branding and labelling/certification  AL2: Action 3: Develop the conceptual elements of a common quality framework for the ESS

Vision 2020 – structure

Vision 2020 – first steps  26 Sept 2014: portfolio management approach endorsed – asking for a focused Implem. Portfolio, addressing the multiple strategic aims of the Vision in its 5 key areas  13 Nov 2014: ESSC meeting – ESS.VIP.QUAL as a project proposed  2 Dec 2014: WG on Quality – 1 st discussion with the Member States on the set-up of an ESS.VIP.QUAL project  8 Dec 2014: DIME/ITDG Steering Group – presentation of the outcomes of the WG discussion

Vision 2020 – first changes  12 Jan 2015: Launch of the call for interest for TF QUAL – AU, EE, FI, GR, HU, CR, DK, NL, PT, SK, SI, ES, UK  12 Febr 2015: ESSC meeting – QUAL rather as an overarching framew. and elaboration of a tqm framew.  TF QUAL: mandate revised, drafting an Impl paper instead of a business case – 2 video conferences & 1 mtg  24 Febr 2015: Progress report to the joint DIME/ITDG Plenary meeting

Vision 2020 – first feedback  15 April 2015: Impl paper version 0.95 discussed at the VIG meeting  Feedback from the VIG in April: too ambitious and needs streamlining  30 June 2015: WG discussion on the paper (version 0.96)  End-July 2015: version 1.0 prepared, based on the final comments received

Vision 2020 – where we are  2 Sept 2015: Presentation to the VIG in London: "The Group approved Action 1 and asked for the description of its implementation details" "…for actions 2 and 3 more reflection (organisation of a high-level workshop e.g.) and strategic consultation (VIN, ESAC, etc) would be needed in the ESS and the Group asked that this part of the document is further developed in this regard."  => Version 1.1 of the Impl paper includes the implementation details of Action 1 and provides the first information on Actions 2 and 3.

Vision 2020 – aim of the meeting The DIME/ITDG is invited  To take note of the progress made in Vision 2020 supporting framework  To provide comments on the implementation details of Action 1 – written comments by 25/11 are also welcome  To advise on other aspects of the Vision 2020
