The funds are given to the school to help the schools meet the needs of students who are failing or are at risk of failing. Our district operates what is known as a “schoolwide” program which uses funds to upgrade the entire educational program and to raise academic achievement for ALL students.

The way it works is that each campus principal works with team members to complete what is known as a Campus Needs Assessment. These are the needs of that particular campus to improve student performance and upgrade the educational program. These needs are then included in what is called the Campus Improvement Plan. Your Principal will then use the Campus Needs Assessment and Campus Improvement Plan to guide budgeting and expenditures to ensure the funds are used to meet student needs and increase the educational programs.

Highly Qualified guidelines include High School Diploma/GED, College degree and status of State Mandated Educator Tests. Parents of student at Title 1 campuses (which is our Elementary, Intermediate, and Junior High) may request the status of their child’s teacher in regard to being Highly Qualified. PARAPROFESSIONALS (educational aides) at Title 1 Campuses must also be highly qualified which requires a High School Diploma/GED and either 2 years of college or passing what is known as the HQ Paraprofessional Exam.

Yes, there are instances when a teacher might not meet the status of Highly Qualified when hired. For example, it is not uncommon for the teacher to have their Bachelors Degree but still be in the process of completing their“certification” through an Educational Service Center and/or by taking their EXIT (TExES) tests. In these instances the Principal of the campus as well as myself will monitor, assist, and support the teacher and work with them to ensure that they are on the right track to receive their certification during that school year.

If this is the case and students are being taught by an instructor/teacher of record who is not “highly qualified” according to state guidelines for a period of four+ consecutive weeks, then the Principal sends a letter out to the parents letting them know.
