Quality – “Putting it to Rights”

Value Proposition "Providing independent assurance about the quality and availability of health and social care services in Northern Ireland, encouraging continuous improvement in those services and safeguarding the rights of services users".

Core Activities Improving Care Informing the Population Safeguarding Rights Influencing Policy

“Health is a fundamental human right indispensable for the exercise of other human rights. Everyone is entitled to the enjoyment of the highest attainable standard of health conducive to living a life in dignity.” CESCR General Comment No. 14 (2000)

What do we mean by a Human Rights Based Approach to change The process by which rights are made a reality in peoples lives by: – Putting the realisation of human rights principles and standards at the heart of policy, planning and delivery (using a HR lens) – Ensuring clear accountability throughout the organisation – Empowering staff and patients with knowledge, skills and commitment to realising human rights – Enabling meaningful participation of all key stakeholders – Non-discrimination and attention to vulnerable groups

What the Trusts Say NHSCT: “patient and client centred, engagement openness, honesty and respect.” SHSCT: “….the high value of an individual and his or her relationships, and as a consequence facilitates the person in making informed decisions about their care, whilst responding flexibly and sensitively to their needs.”

What the Trusts Say BHSCT: … “we will treat everyone with dignity and respect and respecting the choice of service users.” WHSCT: “openness, honesty and respect for all.” SEHSCT: … “person centred in their approach, respecting individuality and choice”

Rights Based Approach “Improving the Patient and Client Experience” DHSSPS 2008
