GI assessment and identification of quality linked to geographical origin FAO-ERD-MAFRD, Training, Zagreb, 7-8 April

Objectives of the 2-days training 2

Strengthening institutional capacities Target: all concerned institutions involved in GI development policies and their implementation Objectives :  Strengthening competences  Sharing knowledge and experiences (Croatia, EU countries and Switzerland)  Identifying good practices for Croatia Inputs:  FAO methodologies and expertise form national and international experts  Work from participants, participative approach 3

Team  Emilie Vandecandelaere, FAO Rome  Pascal Bernardoni, REDD, Seedev, Belgrade  Josip Jagust, REDD, Seedev, Zagreb  Dominique Barjolle, REDD, ETZ Lausanne  And participants! 4

Assessment of GI request 7 April

Objectives 6  Identify all aspects to be considered when examining a registration application (e.g. producer group composition, decision-making process for CoP definitions, historical references of the products, technical specification, control procedures, concept of visual and organoleptic identification and traceability)  Develop competence enabling the identification of stakes of technical requirement in a CoP related to the quality linked to geographical origin  Develop capacities to identify the potential conflicting issues related to the CoP between stakeholders of the Value Chain, on the basis of the product situation, diverging interest, relation between actors and position of the product on the market.  Develop capacity to identify and mobilize the right expertise to undertake the examination and the application in a sound manner  Develop the capacity to clearly distinguish the assessment of the conformity of the request from the technical component to the legal one (analysis of the technical requirements proposed with regard to the local conditions vs the examination of the conformity with the legal framework regulating PDOs and PGIs).

Identification of potentials and inventories 7 8 April 2011

Objectives 8  Propose a methodology and tools to support identification of potentials (quality linked to geographical origin and development process) and elaboration of inventories  Develop the capacity to clearly distinguish the roles of different stakeholders in this approach, especially:  Roles of regional/national public institutions to support identification of products in the framework of their global policies for rural development  Roles of experts and manager to facilitate the process  Roles of local private stakeholders to lead the development of a territorial strategy for their product  Develop capacities to establish a work plan adequate to a specific situation and objectives  Develop capacities to use a web tool that can be used for identification of potentials by any user interested  Discuss the methodology and tools and improve them with the feedback from participants taking into account the local and national context
