Deferred officers have been selected by previous boards and have not been slated to attend. Deferred officers do not count toward selection requirements. Do not compare with those presently under consideration. Limit the review to material changes since the original selection. Examples of “Material Changes” provided in DA Memo are: a. Record of punishment under UCMJ b. Letter of Reprimand c. Relief for Cause d. Marked decline in performance or potential PHASE II Re-validate Deferred Officers
