TRACE REVIEW WORKSHOP ILO International Training Center, Turin (Italy) June 2006 PRESENTATION OF FINAL OUTPUTS Key Action N° 14: Management of change: an integrated approach Leading Partner : CISL Italy Associate Partner : LO-SKOLEN Denmark

TRACE Review Workshop Presentation of Final Outputs Key Action N° 14 Contents of the project: Trade Unions organization, industrial relation system, working conditions and production structure in Italy and Denmark. Trends in economic sectors and reasons of restructuring: de- localisation, introduction of new technologies, globalisation Tools for an integrated approach : social security cushions, vocational training, collective agreements Case studies and comparison of union strategies in order to face restructuring and to negotiate with companies and local authorities Course structure: 2 face-to-face modules (5 days+ 5 days) Distance learning in between The course was based on exchange of experiences and case studies. The distance module was based on case studies

TRACE Review Workshop Presentation of Final Outputs Key Action N° 14  Description of the Final Output: Content : the final output is a cd-rom where it’s possible to find all the materials of two face-to-face modules (programs, activity sheets, documents and slides, etc.), and Key action main results: 4 case studies about concrete situations of firms with restructuring processes and about trade-union’s strategies, and a check list of “what to do, who and why” in these cases. Purpose : Italy and Denmark are strongly different from many points of view: economic structure, job market conditions, industrial relations system, trade union organization, culture, and so on: it was impossible to understand the different trade union strategies in order to face and to manage restructuring processes without a deep exchange of information about these differences. The course and its output aim at offering all these information and, by this way, at identifying effective negotiation policies to face restructuring in different contexts. Explanation of choice from a methodological point of view: cd-rom is a light instrument to support a big set of information, data, documents, etc. It may be distributed at trade union trainers, officers, workers representatives without problems. It will be useful for dissemination activities, in particular training courses and seminars.

TRACE Review Workshop Presentation of Final Outputs Key Action N° 14  Structure of the product: The cd-rom is composed by 5 chapters 1.Presentation of KA 14 project 2.The purpose and content of the KA 14 project, with links to programs, activity sheets and materials of first module, distance learning period, second module 3.Case studies 4.Check list: a catalogue of ideas for a new strategy 5.Conclusions The cd-rom has an English version, an Italian version and a Danish version (only for chapters 1,2,4 and 5)  Contributors to the product: –Elisabetta Biliotti (Cisl) and Niels Erik Thorsen (Lo-skolen) –Luciano Pero, Toni Ferigo, Marco Lai, Thomas Bredgaard (experts) –All the participants (case studies) –Webloom srl (editing)

Strengths and Weaknesses of the Product  Strengths : –Many materials are easily reusable in various occasions: meetings with trade unions officers from others countries (3 languages !), trade union seminars and courses (activity sheets and slides !), etc; –Case studies are clear and circumstantial: they are very useful to understand what really happens in restructuring processes and what trade unions can do in these cases; –The “check list of ideas” is a concrete catalogue of things to do in order to face restructuring processes  Weaknesses : –It should be better to have not only slides, but also more documentation about Italian and Danish context (job market, flexicurity, trade union organization, industrial relation system, globalisation problems, etc): but we hadn’t enough budget for translations Italian/English/Danish! –It should be needed a better synthesis between the ideas of final check list, but we hadn’t time to do that ! TRACE Review Workshop Presentation of Final Outputs Key Action N° 14

 Cisl has an in-house journal (“Conquiste del lavoro”), where there were articles about the project. In the next months we’ll publish other articles.  At the end of the project we’ll publish CD-Rom, in the Centro Studi web site  With regard to Cisl, we’ll use materials and products of Trace Project in Cisl courses for trade union officers: in particular, Cisl has courses dedicated to trade union representatives and officers that manage collective agreements and negotiations. In these courses it’s possible to plan some units about items like restructuring processes and trade union strategies in Europe, using Trace materials.  Restructuring processes and trade union strategies are the focus of Cisl training policy. We’re sure that also in the future, there will be strong attention about these problems, and will use and develop results and products of Trace Project. TRACE Review Workshop Presentation of Final Outputs Key Action N° 14 Dissemination activities in Italy

TRACE Review Workshop Presentation of Final Outputs Key Action N° 14 Dissemination activities in Denmark  At the end of the project we’ll publish CD-Rom, in Lo-skolens web site  The trade union involved in this project will publish articles about the project and this key action.  Restructuring processes and trade union strategies are the focus of the training policy in Lo-skolen and the trade unions in Denmark. Also in the future, there will be strong attention about these problems, and will use and develop results and products of Trace Project.  We’ll use materials and products of Trace Project in courses for shop stewards and trade union officers.
