Estonian Center of Eastern Partnership

ECEAP Estonian Center of Eastern Partnerhsip (ECEAP) was launched on 1 January 2011 by the Estonian Ministry of Foreign Affairs in co- operation with the Estonian School of Diplomacy (ESD) to upgrade Estonia’s commitment towards the Eastern Partnership partner countries.

ECEAP Donors Estonian MFA Swedish International Defelopment Co- operation Agency (SIDA) Finnish MFA US State Department Other donors on ad hoc basis (European Commission, UK, the Netherlands, UNDP etc.)

ECEAP Target Groups EaP partner countries’: * officials and diplomats, * policy-makers, * civil-society activists. EU institutions and member states: * officials dealing with EaP. Both EU and EaP: * academic and analytical community.

Activities of the Estonian Center of Eastern Partnership ECEAP assisted EC/EEAS in launching the Panel on Public Administration Reform under the 1st Multilateral Platform of the Eastern Partnership. ECEAP provides Estonian activities under the given Panel. Panel work programme has been agreed for

Activities of the Estonian Center of Eastern Partnership Semi -annual PAR- seminars for officials from all EaP partner countries (part of the PAR Panel activities) PAR seminars: - Tbilisi, June, management of the EU assistance to the EaP countries, - Tallinn, October, public sector ethics.

Activities of the Estonian Center of Eastern Partnership -Tailor-made training courses/seminars upon the request(s) from the EaP partner countries. -Examples from 2012: * Civil service recruitment, DFCTA, e-government, democratic elections (supporting EU-Belarus Dialogue for Modernisation), strategic planning, reform of state inspections etc.

Activities of the Estonian Center of Eastern Partnership Estonian civil servants assisting EaP countries’ institutions: * ECEAP-funded expert missions in 2012: 1) Georgia – intellectual property rights, 2) Moldova – taxation.

Activities of the Estonian Center of Eastern Partnership Research and publications ECEAP forms a network of researchers focusing on the Eastern Partnership, including research teams in all EaP countries. * Eastern Partnership Review (EPR) – an online publication on ECEAP web site ( * Policy papers on various EaP issues, * Public administration comparative reports, * 2012: 1) comparative survey on the effectiveness of management of the EU assistance by the EaP governments, 2) comparative report of the main PAR indicators of the EaP partner countries,

Activities of the Estonian Center of Eastern Partnership Scholarship programme: * The ECEAP offers scholarships for young EaP diplomats, civil servants and civil society representatives to participate in the post-graduate training course “International Relations and European Integration” of the Estonian School of Diplomacy, * Number of scholarships in 2012/2013 academic year: Armenia (2), Azerbaijan (3), Belarus (2), Georgia (3), Moldova (4) and Ukraine (4) + Tajikistan (1), * Next application process opens in May * Funded by the Estonian MFA, the Finnish MFA, SIDA, the US State Department.
