Consequence of Not Meeting Deadline 1)If any MPO does not meet the deadline for 2013 FTIP submittal, its 2013 FTIP will not be included in the 2013 FSTIP until the 2013 FSTIP has been approved by the FHWA/FTA.  Caltrans post that MPO’s 2013 FTIP on the FSTIP website for 14 days to allow for public review.  FHWA/FTA approval of the 2013 FSTIP may take up to 30 days.  Cannot obligate projects until FTIP receives federal approval.

Other Notes During the development of the 2013 FSTIP, any amendments or modification to the board adopted 2013 FTIPS will be included in the Draft 2013 FSTIP if they are submitted to the Department seven days prior (by October 1, 2012) to the start of the public review of the Draft 2013 FSTIP. Any amendments and modifications that do not meet the deadline will be processed after the federal approval of the 2013 FSTIP. Note: On December 17, 2013, the 2011 FSTIP is no longer valid.

Consequence of Not Posting Amendment at the Start of Public Review Date Failure to post an amendment for concurrent public review at the start of the public review period will cause a delay in approval. The state will have to post the MPO’s amendment on the 2013 FSTIP website for a period of 14-days upon receipt of a completed/board approved amendment to allow time for public review.
