July 14, 2004Former DuPont Barksdale Works Project Update10 Pipeline Construction Update Alternative Water Supply n Pipeline design is at 99% – Comments from permitting agencies, Washburn, and bidders have been incorporated – Need feedback from a few individual homeowners for curb stop and lateral line routing n Bid meeting held on May 18 th – Super Excavators – Reuben Johnson and Sons – Summit Environmental – S. J. Lewis – S. R. Weidema n Bidding occurred in June – selected contractor is Rueben Johnson and Sons, Inc. (official contract immanent)

July 14, 2004Former DuPont Barksdale Works Project Update11 Pipeline Construction Update Alternative Water Supply n Construction start anticipated for July 26 th pending finalization of contract with Reuben Johnson and Sons, Inc. n Construction completion targeted for end of calendar year 2004, assuming: – No regulatory delays – Outstanding contractor performance (construction and safety) – Favorable weather

Other Barksdale Site Work

July 14, 2004Former DuPont Barksdale Works Project Update13 Residential Monitoring n April 2004 sampling results (10 potable wells) will be transmitted to WDNR shortly – Preliminary results indicate no detections of site- related compounds n Annual change-out of carbon cylinders was completed in March/April 2004 – Two seasonal homes completed in June n Next sampling event will be conducted in late summer (approximately 82 homes starting on August 23rd)

July 14, 2004Former DuPont Barksdale Works Project Update14 Site Investigation n Trenching and further sampling in production areas started May 24 th and completed July 9, – 33 trenches excavated – 300 pounds of TNT recovered for off-site disposal – Used robotic equipment – Focus was within the former manufacturing area n 10 new monitoring wells will be installed in the summer n Additional groundwater sampling to be conducted in late summer/early fall
