VETTING THE CONTRACT Does the Co-operative: Have duplicable processes to ensure proper compliance with legal statutes? Does the final Request for Proposal allow for a clear and concise response that can be easily supported by any agency? Are there third party experts evaluating the contract and qualifying the respondents? Is there a transparent method of showing the process to all agencies to review?

AGENCY COMPLIANCE PHILOSOPHY Does the Co-operative: Have the training resources to ensure the vendors understand cooperative purchasing? Focus on all members of the team: the agency, vendor and cooperative? Have a system to ensure compliance and to engage the agency, vendor and contract support team?

PRICING VERIFICATION Does the Co-operative: Have labor solutions pricing tied to a benchmark cost structure? Have transparent pricing mechanisms that can be presented to any agency at their request?
