G LOBAL S IMULTANEOUS E NVIRONMENTAL I NSPECTION E VENTS AT S EAPORTS First INECE SESN International Hazardous Waste Inspection Project at Seaports: June-July total targeted inspections conducted in 11 countries Non-compliance in 53% of inspections Second International Hazardous Waste Inspection Project at Seaports: December 2011 through April illegalities or infractions in 1,016 containers (11%) at 17 ports 95% of inspections involved national level cooperation 11

I LLEGAL E-W ASTE S HIPMENTS D ETECTED D URING S IMULTANEOUS I NSPECTION E VENTS Examples of illegal e-waste shipments encountered during inspection projects: E-waste wrongly declared as secondhand goods Cathode ray tubes (CRTs) from TV and computer monitors wrongly described as metal scrap Glass from CRTs wrongly declared as nonhazardous plastic scrap Secondhand vehicles loaded with e-waste 12

O PERATIONAL G UIDANCE FOR THE T AKEBACK OF D ETECTED I LLEGAL S HIPMENTS OF W ASTE Practical information for the return of illegal shipments of waste Summary of steps to be taken in case of an illegal shipment of waste that needs to be returned to the State of export. Guidance on what to do when illegal traffic occurs and common problems with the takeback of illegal traffic. Examples of good practices under the Basel Convention. 16

E NFORCEMENT S TRATEGIES FOR C OMBATING I LLEGAL T RADE IN ODS HCFCs and methyl bromide being phased out under the Montreal Protocol Significant emerging opportunities for illegal trade in these controlled substances due to limited supply Customs officers are the first line of defense in preventing illegal trade in ODS. Cross-border cooperation, including through networks, key to success 17

T YPES OF V IOLATIONS /I NFRACTIONS Description of the illegal waste as a similar legal material Deliberate concealment within used vehicles or behind false wall of a container Description of the waste as useable when in fact it is not Listing the address of intermediary rather than final destination Trans-shipment without proper prior informed consent Lack of approval from competent authority. Issues related to Annex VII document (e.g., Annex VII document not included, Annex VII did not mention the final destination) 18
